The “TA Support for Management of Program 135-II” (SM-P135) Project is implemented by the State Committee for Ethnic Minority Affairs (CEM) in collaboration with Niras Finland (consultant company) under agreement between the Governments of Vietnam and Finland. The project works to improve the management of the Program for Socio-economic Development of Extremely Difficult Communes in Ethnic Minority and Mountainous Areas (P135-II) in order to alleviate poverty amongst ethnic minorities.
