Relationships
The Senior Accountant will report directly to the Country Manager and will work closely with Vietnam country staff. S/he will closely coordinate with The Foundation’s Finance Team in Sydney, Australia

Job Summary
Reporting to the Country Manager, this Senior Accountant is responsible for managing the accuracy of project financial information, maintains and develops appropriate project accounting and financial reporting in line with FHF values, strategies, and policies.

Main tasks & responsibilities
- Directly manage the FHF Vietnam finance staff.
- Manage and maintain records of all financial transactions of the Program in compliance with The Foundation’s policies and procedures.
- Manage program financial information collection: work directly with FHF Vietnam Program Team to insure that transactions involving -FHF funds are in compliance with internal control requirements, are recorded on an accurate and timely basis and that required financial reports are reviewed and submitted by the prescribed deadlines. This includes reports to internal stakeholders (e.g. Monthly Expenditure Reports to FHF Sydney Office) and external stakeholders (donors).
- Manage the Program’s internal controls: directly responsible for the development, documentation, implementation, and monitoring of internal control processes for the FHF Vietnam Program to insure internal controls are in compliance with external funding requirements.  Leading and managing the internal audit works.
Assist program teams in development of Annual Budgets based on annual activity plans developed by program teams and in line with individual donor requirements.
- Assist program teams in preparation of quarterly budget forecasts in line with project/program annual and quarterly activity plans.
- Review all types of vouchers including cash / bank receipt, payments, credit and journal vouchers prepared by other finance staff in the team.
- Review bank reconciliation statement at the end of each month supported with bank statement.
- Review fund requisition report and Telegraphic Transfer requests from FHF in Sydney.
- Ensure the system of office and project assets management will be fully established and functioning
- Provide relevant training to FHF project partners to develop their capacity in sound project finance management.
- Provide relevant training to FHFVN staff on finance as required.                                                                                               
- Perform other duties as may be assigned by the Country Manager.

Selection Criteria and Qualifications
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
- Committed to the Fred Hollows Foundation’s Mission and Values
- Degree in Commerce/Accounting
- At least five years experience in finance management, preferably with an international NGO.
- Experience in using Financial Software.
- Demonstrated advanced computer skills in Excel, Word etc.
- Demonstrated knowledge and experience managing a range of program and organisational accounting tasks including: accounts payable, accounts receivable, general ledger, cash book, fixed assets, journals, foreign exchange etc.
- Demonstrated experience managing bank accounts and bank reconciliations
- Well developed written and oral communication skills in English and Vietnamese.
- Experience in handling issues relating taxes of Vietnamese government. Good team leadership skills
- Good communication and interpersonal skills
- High level of personal and professional integrity and the ability to make consistent decisions
- Well organized, has good attention to details, and can manage work under pressure
- Willingness to travel as required by the assignment
