The project: “Poverty Reduction through Institutional Strengthening at Quy Chau district and Nghe An provincial level” (2009-2013) is funded by Belgian government with technical assistance from Belgian Development Agency. The project was designed to be implemented by National Execution (NEX) modalities, which helps to maximize local ownership, alignment and harmonization of overseas development assistance (ODA), scaling-up capacity-building outcomes, and reducing the transaction costs of implementation.
In Year 1, the Belgian financial contribution is managed via a commercial bank account. This financial management modalities, however, will be reviewed and eventually fine-tuned based on the recommendations of this assessment.
PATH seeks a consultant to complete some desk research to inform their diagnostic development group about anti-retroviral treatment (ART) services for people living with HIV, ART monitoring, and related government policies and funding in Vietnam. Please see attached scope of work document for details. Expected level of effort is 3 days, and rate will be commensurate with current INGOs in Vietnam cost norms. SNV (Netherlands Development Organisation) in Vietnam is engaged in development cooperation. SNV contributes to poverty reduction through increased income and employment creation for a large group of household, micro and small scale enterprises. Currently, SNV is supporting the development of the cardamom value chain in the Lai Chau and Lao Cai provinces. SNV would like to invite Vietnamese consulting organizations or Local Capacity Builders to submit a proposal for undertaking the following assignment: “Support to the development and promotion of a quality assurance protocol for the cardamom sector in the Lao Cai and Lai Chau provinces” The work includes a total of 24 consultancy days of which part will be implemented in the Lao Cai and Lai Chau provinces.
