Call for Bids on National Execution Assessment

The project: “Poverty Reduction through Institutional Strengthening at Quy Chau district and Nghe An provincial level” (2009-2013) is funded by Belgian government with technical assistance from Belgian Development Agency.
The project was designed to be implemented by National Execution (NEX) modalities, which helps to maximize local ownership, alignment and harmonization of overseas development assistance (ODA), scaling-up capacity-building outcomes, and reducing the transaction costs of implementation. 

In Year 1, the Belgian financial contribution is managed via a commercial bank account. This financial management modalities, however, will be reviewed and eventually fine-tuned based on the recommendations of this assessment.

In this context, the Belgian Development Agency now calls for bids from eligible consulting companies who have a sound working knowledge of the development environment in Vietnam, especially in the areas of public financial management, M&E, institutional capacity building, decentralization, and local governance. The team must have proved experiences and skills in:
ODA related project management;
Institutional capacity and risk assessment;
Experience in the conduct of Public Financial Management diagnostic/review exercise.
Demonstrated experience in dealing with the Government of Vietnam with national, provincial authorities and institutions as well as with dealing with international donors;
Fluency in English, writing and speaking
