The Vietnam-Canada Program Support Unit (VC-PSU) is a Canadian International Development Agency (CIDA) bilateral project. Its purpose is to provide support to CIDA’s development assistance program in Vietnam in order to maximize the development results and impact of the program. The PSU provides specific support in the areas of program analysis, planning and delivery, as well as administrative and logistical support to CIDA.

Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Provincial People’s Committee (PPC) of Cao Bang and a number of technical line ministries and departments by delivery of international and national TA and capacity building to implement the initiative called “Developing Business with the Rural Poor”, which is part of a province-wide programme in the Cao Bang province - predominantly designed by- and financed through- loan support from the International Fund for Agricultural Development (IFAD), commenced in mid-2008. The recently launched project VIE/029 - “Technical Assistance” (TA) towards “Developing Business with the Rural Poor in Cao Bang” has a planned duration of 3 years.
Lux-Development, the Executing Agency for Bilateral Development Co-operation financed by the Grand Duchy of Luxembourg assists the Quang Dien People’s Committee to improve living conditions through (i) strengthening of local governance capacity and (ii) supporting basic production and social infrastructure including related “service delivery” in Quang Dien District, Thua Thien Hue. The project VIE/023 is active since July 2007 and will continue to operate until December 2011. A continuation of the activities in a follow-up project is possible, yet undecided. In order to support the development of small and medium enterprises (SMEs) in rural areas of Vietnam, Ministry of Agriculture and Rural Development has approved the five- year project "Research on policy proposals to support medium and small businesses in the agriculture and rural sector in the 2006-2010 period, "sponsored by Spain and assigned Institute of Policy and Strategy for Agriculture and Rural Development. In particular, one of objectives in the current phase is to strengthen information communication capacity to support development of SMEs in agriculture and rural sector.
