Under the supervision and direction of the Program Manager in the related technical fields, the Program Officer is responsible for providing management and technical support to Pact sub-partners: providing training and mentoring to build capacity, improve program quality and ensure compliance with donor requirements. S/he will work with others on the Pact team to develop and operationalize monitoring and quality assurance/improvement tools, processes and systems to ensure Pact sub-partners implement quality programs. In addition, s/he will work with the Program Manager to coordinate, collaborate and share resources with other donors and organizations and prepare and deliver presentations and written reports.
Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Provincial People’s Committee (PPC) of Cao Bang and a number of technical line ministries and departments by delivery of international and national TA and capacity building to implement the initiative called “Developing Business with the Rural Poor”, which is part of a province-wide programme in the Cao Bang province - predominantly designed by- and financed through- loan support from the International Fund for Agricultural Development (IFAD), commenced in mid-2008. The Clinton Health Access Initiative (CHAI) works with the Vietnam Authority of HIV/AIDS Control (VAAC) to help build the medical and public health infrastructure to address the HIV epidemic in Vietnam. We work in particular to strengthen care and treatment programs, improve the HIV-associated laboratory system, and address prevention of transmission from HIV-infected mothers to their children (PMTCT).
