The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The Detailed Project Outlines (DPO) has been approved by the Government of Vietnam in April 2009. The main objective of the project is to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”.

The Spanish Red Cross Delegation in Hanoi is seeking a Vietnamese national to fill the position of Project Officer for the Ketsana Emergency Relief Operation. The staff will manage the activities implemented in partnership with the Vietnam Red Cross (VNRC) in Da Nang and Quang Nam. The position is based in Da Nang which required frequent trips to the field within the province and also in Quang Nam.
Under the supervision of the Emergency Delegate, the Project Officer will be in charge of the overall management of the project in close coordination with Vietnam Red Cross.

Contract: Six months contract with high potential for extension

Responsibilities:

For support to their Integrated Community Development  Project (ICDP) in Quan Ba district, Ha Giang province Caritas Switzerland is recruiting a dynamic young starter/professional, with a keen interest in community development/pro-poor tourism in Vietnam, and working with ethnic groups.

He/She assists the Expat/Volunteer PPT in setting up the pro-poor tourism activity in 8 villages:
- with (translation/interpretation);
- facilitates/organizes village/commune meetings and training for PPT;
- frequent visits project area, to households;
- partnership building with (local) authorities and private sector (Ha Giang and Hanoi);
- reporting/documentation (including translations);
- exchange visits;

6. BACK GROUND
The Support to Public Administration Reform in Cao Bang (SPAR-CB) is a project jointly funded by the Swiss Government and the Government of Vietnam, and technically supported by Helvetas Switzerland through its Helvetas Office in Hanoi. The goal is to support sustainable and equitable development and poverty reduction in line with the Cao Bang 5-year Socio-Economic Development Plan
2006-2010. SPAR-CB is now in its 3 year of operation and will end until 31 December 2010.
