The overarching aim of the Community Learning Centres (CLCs) in Viet Nam is to empower individuals and promote community development through life-long learning opportunities for all people in the community, particularly for out of school youth and adults. CLCs have been effective delivery mechanisms for literacy programmes as part of the implementation of the National Education for All (EFA) Action Plan and the Strategy for Building a Learning Society in Viet Nam. Furthermore, CLCs have served as coordination mechanisms between different sectors at the community levels in empowering and improving the quality of life for people, particularly for the disadvantaged groups.

The program will provide technical assistance, training, and other support to increase the professionalization of legislative research services within the National Assembly.
