Background
CHF, a Canadian NGO with 50 years of experience in international development, has entered into a partnership agreement with the Center for Rural Communities Research and Development (CCRD) which is on behalf of Civil Society Inclusion in Food Security and Poverty Elimination Network (CIFPEN) for the purpose of working together on a Capacity Building Project. The project, funded through grant assistance from Irish Aid’s Civil Society Facility, is aimed at increasing the capacity of a number of Vietnamese organizations to effectively mobilize grassroots participation and deliver development programs and services targeting vulnerable groups such as ethnic minorities. By strengthening the organizational, programmatic and networking capacity of VNGOs, CHF and CIFPEN will enhance the role of civil society organizations in participatory democracy while improving the resilience and livelihoods of vulnerable communities.
The project will take a ‘learning-by-doing’ approach to capacity development by administering a sub-project fund aimed at providing opportunities to local organizations to apply their newly acquired skills for effective delivery of responsive sub-projects.
Within the work plan year 2 the project will organise workshop on "Policy Advocacy Planning in CIFPEN "for identifying policy advocacy areas, developing action plans and strategies on policy advocacy in CIFPEN and planning for policy advocacy activities.

Scope of Work and Activities:
Develop a participatory workshop program on policy advocacy. The workshop program will focus to achieve the following contents:  i) to identify priority areas of policy advocacy in CIFPEN: ii) To develop action plans and strategies on policy advocacy in CIFPEN which has to be consultation with relevant government agencies; iii) To identify a specific policy advocacy activity. The workshop program should be discussed and agreed with Project Management Unit and Capacity Building Specialist.

Facilitate the workshop on policy advocacy planning; Facilitate the workshop in participatory manner and use necessary tools to gather information and opinions and identify priority areas of policy advocacy in CIFPEN; To develop an action plan and policy advocacy strategy in CIFPEN.

Specially, the consultant has to focus on developing a details policy advocacy plan which is identified during the workshop. The plan is included theme, purposes and policy advocacy steps, involving parties, location, time schedule and expected results and so on.

Submit final workshop report which written in Vietnamese and English, the report should be included priority areas of policy advocacy in CIFPEN; Policy Advocacy action plan/ strategy; and detailed plan for a policy advocacy activity.

Essential Skills and Experience:
1. Masters degree (or equivalent experience) in a field related to development
2. Minimum seven (7) years of professional experience in a field related capacity building;
3. Proven skills in capacity building of local NGOs, with experience providing workshop facilitation;
4. Strong experience in, knowledge of and experience in applying participatory techniques and promoting gender equity;
5. Fluent in written and spoken Vietnamese and English.
