TRANSLATION AND INTERPRETATION SERVICES

ENGLISH <-> VIETNAMESE TRANSLATION AND INTERPRETATION SERVICES FOR TECHNICAL ASSISTANCE ACTIVITIES

IN THE ENERGY SECTOR IN VIETNAM (the Project)

Context

Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action. Expertise France’s mission is to meet the demand of partner countries seeking to enhance the quality of their public policies in order to address the environmental, social, economic and security challenges they are facing. The agency achieves this goal by implementing projects in the main areas of public action:

• Democratic, economic and financial governance;
• Stability, international security and peace
• Sustainable development, climate and agriculture
• Health and human development

Expertise France assists the French Development Agency (Agence Française de Développement) by ensuring the administrative management of the EU-funded project “Team Europe EVN Energy Transition Facility” (ETEF) in Vietnam. The beneficiary of the Facility activities is the public operator EVN Group.

With the Facility, the Team Europe has the objectives to:

• Strengthening policy dialogue on EVN energy transition and its 2045 roadmap to be aligned on Vietnam commitments to COP26, as well as its capacities in project appraisal and project implementation;
• Improving clean/green/renewable energy and energy efficiency;
• Reinforcing power infrastructures, especially advanced infrastructures necessary for the integration of intermittent RE.

Nature of service to be provided

As part of the implementation of the Facility activities, English-speaking experts will work on various topics to support EVN Group power infrastructures deployment and capacity reinforcement. Expertise France intends to contract the services of translators and interpreters to accompany the experts in the translation of exchanges with Vietnamese administrations.

Interpreters and translators must be able to adapt to the content of technical exchanges and reports, relative to the energy (mainly power) sector, but also environmental and social aspects (in particular WB international standards).

The Expertise France hereby invites translation/interpretation service providers to show their interest in delivering the Services described above.

The Services include two components:

• Lot 1: Translation
• Lot 2: Interpretation services.

Service providers could express their interest for both one or two lots.

Services Beneficiaries: the services will be applied to Expertise France, and expertise activities under AFD procurement.

Services start date: May 2024

Place of Services execution: Hanoi (main venue), Ho Chi Minh City and Khánh Hòa / Ninh Thuan Provinces

Contract Form: based on purchase orders

Project duration: the contract will be for a duration of 2 years.

Capacity requirements for service providers:

The technical and professional capacity of the services provider will be assessed on the basis of the relevant information:

Qualifications and skills:

• Graduate degree or equivalent,
• Excellent ability to communicate, understand and relay information,
• Excellent mastery of English and Vietnamese,
• High availability, reactivity and ability to work under tight deadlines, and on worksites.

General professional experience

• Professional experience in interpreting/translating highly technical meetings in English and Vietnamese, notably in the framework of international cooperation projects, and with international institutions,
• Professional experience in interpreting/translating in the field of energy (power sector) and particularly hydropower and transmission/distribution grid,
• Professional experience in interpreting/translating for Health, Safety, Environment (HSE) and Social, or Public procurement thematic would be a plus.

Tools and equipment

• In case, availability of tools and equipment needed to insure interpretation.

Availability to work on Vietnamese territory

• Capacity of intervention in Hanoi, Ho Chi Minh City and Khánh Hòa / Ninh Thuan Provinces.

Interested service providers must provide information evidencing that they are qualified and experienced to perform the Services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

For that purpose, documented evidence of recent and similar services shall be submitted. The determination of the similarity of the experiences will be based on:

• The contracts size,
• The nature of the services,
• The technical area and expertise,
• The services location in Vietnam.

The Expertise France will prepare a short list of maximum 10 candidates to be pre-selected for each lot on the basis of the expressions of interest received to whom a Request for Proposals to perform the services will be sent thereafter.
