POSITION: Training Specialist – Short Term Contract

POSITION SUMMARY:

The Netherlands Development Organization (SNV Vietnam) is currently implementing a project titled “Innovative financing for building community resilience to climate change in coastal Vietnam”. Under the context of this project, a Training Specialist will be required to train local functionaries in Nghi Loc district of Nghe An province on the administration and governance of community based insurance (CBI) for rice crops. This is a short-term contract and will require commitment from the Training Specialist for approximately 6 months, starting in September 2012. The Training Specialist must be willing to temporarily relocate to Vinh city during the project period.

The Micro Insurance Academy (MIA), India has been sub-contracted by SNV Vietnam to provide technical support for the implementation of the CBI scheme. The Training Specialist will report to the MIA Implementation Expert and is ultimately responsible to the MIA Chairman. The Training Specialist will also be required to coordinate with MIA’s local partner, Economica Vietnam, during the project phase.

ESSENTIAL DUTIES:
- Participate in a training of trainers program at the MIA office in India;
- Contribute to on-going development and contextualization of training material on microinsurance through brainstorming sessions and development of lesson plans;
- Perform mock training sessions;
- Train local functionaries in Nghi Loc on the administration and management of CBI;
- Technically support the local functionaries during the awareness campaign and enrollment phases of CBI implementation;
- Assist in the development of monitoring and evaluation tools for training, including pre and post training tests and field checks;
- Conduct evaluation of trainings, documenting best practices and lessons learned;
- Coordinate closely with the project team (MIA, Economica Vietnam and SNV);
- Additional duties and tasks, as necessary.

REQUIRED KNOWLEDGE AND SKILLS:
- A Master’s degree in a relevant field, preferably International Development, Rural Development, Education, Communication Behaviour or related subjects;
- At least 3 years of experience in training, preferably in rural a context;
- Excellent oral and written communication skills in Vietnamese and English are essential;
- Confident public speaker;
- Ability to think “out-of-the-box” and develop creative and innovative solutions;
- Willingness to travel to rural Vietnam;
- Ability to work independently within tasks assigned, and as part of a team in terms of collaborative climate and dedication to deliver results;
- Proficient computer skills;
- Demonstrated high professional and ethical standards

Remuneration Details:
The successful applicants will be remunerated according to experience and expertise. Travel and accommodation costs associated with the Training of Trainers program in India will be provided by MIA.
