Terms of Reference: Training Operation Local Consultant on organizational development and capacity building for disabled persons organizations in Vietnam

Introduction:

Project “Capacity building and organizational development for provincial disabled people organizations in Vietnam” (or CODV) is in its pilot operation from July 2014 to February 2017.  Its five partners include the Vietnam Federation on Disability (VFD), and the four disabled people association of Ha Noi, Ha Nam, Nam Dinh and NinhBinh.
In 2015, the project has fulfilled a 9 topic programme covering the most basic issues for a DPO management and development.  For 2016, another 10 areas for training were identified which are given in the attached sheet.

To fulfil the project extensive training and coaching requirements, the CODV office is looking for a training operation consultant to work part-time for the project.

Scope of work:

  • Prepare technical agenda, methodology, training materials as required for all joint training occasions to be conducted with all partners in accordance with areas of needs assessed and identified along the project implementation process. This is done in full consultation with the Project Co-ordinator.
  • Co-ordinate the quality preparation of training/coaching activity and capacity building activities for each DPO on a tailored made basis. 
  • Deliver the courses or co-deliver them with the Project Co-ordinator or other consultant when necessary.  In such cases, the division of role will be clearly specified and co-ordinated.
  • Assist in finding appropriate external consultants for certain areas, and in the recruitment process including TOR development, training agenda, methodology and evaluation of training work.
  • Monitoring progress of participants at work through forms created and updated on regular basis.
  • Provide training or coaching for individual DPO as required.
  • Assist in monitoring implementation of the own component workplan, especially for training and coaching activities, using the monitoring form of the project.
  • Lead monitoring missions where partner DPOs can participate, give guidance to these partners in making monitoring visits as required.
  • Provide support to the project in other issues relating to capacity building as these needs arise during the project implementation.
  • Attend and present results and progress follow up of DPOs to the Project Board and the Advisory Forum when required.
  • Perform other tasks relating to training issues as required by the project.

Requirements:

  • Holder of at least master degree in relevant subjects.
  • Long-term experience in training, if possible in social issues, in relation to the target groups of vulnerable population.
  • Demonstrated skills of training methodology for adults, regardless their education background, people who have abundant life experience.
  • Experience in follow up participants to trace their improvement after attending training.
  • Proven track record in the related consultancy work
  • Skills to attend to issues that need high level of tactfulness, to accompany DPOs in addressing their internal problems.
  • Experience of work with NGOs or international development organizations is preferable.
  • Readiness to work under pressure and long hours when needed to fulfil the assigned tasks.
  • Working level of English.

Timing:

The consultant will work for an estimation of 3 month period for each contract.  The number of days will be calculated on the training-by- training basis according to the practical needs. 

It is expected that the consultant be available as early as 1st March 2016.

The consultant is required to travel extensively to the project provinces to fulfil his/her duties.

Remuneration:

The rate of consultancy is open to negotiation but will follow the project cost norms.
