Thailand Country Programs Manager

Position title: Country Program Manager – Thailand, Protection and Migration
Reports to: Asia Regional Representatives

Primary Purpose

Under direct supervision of the Regional Director, the Country Program Manager leads the design and oversees the development and implementation of CWS Programs in Thailand focusing on migration and protection. The Program Manager will also provide technical program management support to the existing Child Safeguarding program in Thailand.

The position reports to the Regional Director. The position is a member of the CWS Asia leadership team and CWS global initiatives and communities of practice on migration and protection.

ESSENTIAL DUTIES

1. Oversight of all CWS Thailand programs  

  • Lead the planning, implementation, monitoring and improvement of CWS Thailand programs.
  • Prepare regular program/project and financial reports for CWS Thailand programs.
  • Co-create and design evidence-based programs and capacity-building programs and initiatives in prioritized thematic areas including the drafting of training modules, manuals, reporting templates, and ME&L frameworks.
  • Identify areas for improvement in existing migration-related programming and design plans to address them.
  • Coordinate with CWS US and global offices to exchange learning and best practices.
  • Adapt existing and/or create new training modules to train and serve as a resource to the CWS Asia and Thailand teams and partners on protection and migration issues.
  • Day to day management of program-specific portfolio and budgets.
  • Provide leadership and technical guidance to support the program development, strategies, and tools with external partners and colleagues

2. Program collaboration, advocacy and learning.

  • Conduct periodic gaps and opportunity analyses for the development of new and existing programs for CWS in Thailand, with special focus on migration and protection.
  • Identify opportunities and challenges related to migration from the perspective of Thailand and Asia´s faith communities.
  • Map and qualify potential networks, partners, and allies to expand welcome services and protection to migrants and refugees.
  • Create and maintain relationships with country and regional stakeholders (Church of Christ in Thailand, UNHCR, IOM, US Government, APPRN, other faith-based and civil society partners) in support of the plans goals and objectives.
  • Consult with key stakeholders including communities to gather input on program directions and ensure child-focused and gender responsive approaches.
  • Represent CWS with government, intergovernmental, civil society and faith-based partners, stakeholders and forums in the country;
  • Ensure implementation of regional advocacy strategy and work with communications / advocacy officer to develop key messages

3. Program Development and Resource Mobilization

  • Work with CWS Business Development to mobilize resources to meet the Thailand program plans, goals and objectives.
  • Draft concept notes, proposals, reports, engagement content, appeals and donor communications.
  • Cultivate new relationships relevant to CWS programs and strategies
  • Provide grant management support, including internal processing of grants, deliverables, and incoming payments; tracking deadlines and external interactions; and maintaining paper files on grants.
  • Ensure quality and timeliness of donor reports

Other

  • Work collaboratively with staff colleagues in the Asia Regional office and with other CWS offices in the Asia Region.
  • Provide technical assistance on protection and migration to other CWS offices/programs in the Asia region.
  • Perform other duties and activities as deemed necessary
  • Travel within Thailand and countries in the region

Qualifications

Education:

  • Bachelor’s Degree in relevant field required. Master’s Degree preferred.

Experience:

  • A minimum of five (5) years of previous experience working in protection (child protection/safeguarding) migrant and refugee issues at global, regional or country level required.
  • In-depth knowledge of country-specific protection, migration/refugee policy and practice expertise.
  • Experience developing concept notes and program proposals.
  • Experience working with faith-based and civil society organizations and networks preferred.  
  • Experience coordinating multiple projects involving diverse local partners strongly preferred.
  • Track record of establishing and nurturing outcome-oriented partnerships.
  • Experience managing USG grants, preferred.

Knowledge/Skills:

  • Strong verbal and written communications skills required.
  • Fluency in English and Thai.
  • Strong organizational, management and computer skills with particular attention to detail
  • Excellent computer skills, in particular Microsoft Office

Abilities:

The Country Program Manager must have the ability to:  

  • Develop and maintain strong relationships with staff and partners;

  • Travel through Thailand and, sometimes, the Asia region.
