The Vietnam country office is committed to responding to a broad range of community health needs in Vietnam. This includes reproductive, maternal, and child health, TB, HIV, vaccines and immunization, emerging and epidemic diseases, and health technologies. To achieve impact, PATH Vietnam works across the public and private sectors and focuses on sustainable, system-level changes.

PATH is implementing “Communities for Healthy Hearts” to improve hypertension management and control in Ho Chi Minh City (HCMC). The project will  increase access to and use of high-quality hypertension services that are sustainable and scalable through the engagement of social enterprise and public and private healthcare providers at the community level.

PATH is seeking a HCMC based Technical Manager to support implementation of “Communities for Healthy Hearts”. Under the guidance and supervision of the Project Director, specific responsibilities include:

  • Provide technical guidance, management and oversight for the development, implementation and monitoring of innovative hypertension models including behavior change communication campaigns, mobilization of social enterprises, m-health applications, community based hypertension model to ensure the innovation are applied according to best practice and appropriately for the local contexts.
  • Take the lead in coordination and implementation of including behavior change communication components.
  • Provide technical assistance and coordinate collaboration with partners and stakeholders, including consultants and subcontractors, to anticipate challenges and develop strategies for effective implementation of activities.
  • Serve as a focal point for coordinating a Technical Working Group (TWG) with national/provincial partners and social enterprises.
  • Serve as a focal point to support social enterprises and represent PATH on key dialogues, platforms, forums, discussions, business investments related to social enterprise.
  • Contribute to a better understanding of social entrepreneurship in relation to the project’s investments in the social enterprises.
  • Document lessons learned during conception, implementation and follow-up of social enterprises implementation.
  • Other tasks as required by the Project Director.

Required Skills

  • Strong oral and written communication skills.
  • Excellent English language skills, including reading, writing and speaking as well as strong presentation skills.

Required Experience

  • An advanced degree in public health, behavior sciences, social marketing, health economics, or a related field.
  • At least seven years’ experience working in public health in Vietnam.
  • At least three years related experience in the engagement of private sectors or social enterprise.
  • Demonstrated capability and technical leadership in Public Health, behavior change communication and/or social marketing strategies.
  • Understanding of the Vietnam health care system and health system reforms.
  • Robust understanding of non-communicable disease and implementation of public health programs in low/middle income countries.
  • Demonstrated capacity to work with social enterprises/private sector, corporate donors, and government stakeholder.
  • Experience in public-private partnership approaches.
  • Strong experience in private sector is a desirable asset.
