JOB TITLE:              Technical Advisor (TA) – Part-time Consultancy                                     

Orbis International is a nonprofit global development organization dedicated to saving sight worldwide. Our mission is to preserve and restore sight by strengthening the capacity of local institutions in their efforts to prevent and treat blindness. Our goal is a world in which no one is needlessly blind, where quality eye care is available to everyone. Since 1982, ORBIS has treated and transformed the lives of more than 10 million people in 87 countries.

Orbis has been working in Vietnam since 1996, supporting the country’s efforts to prevent and treat avoidable blindness, especially among children, marginalized rural communities, and people with diabetes. Orbis established a permanent office in Vietnam in 2003.

Orbis Vietnam works closely with the Ministry of Health, medical universities, and eye care institutions to strengthen the overall eye health system of the country. Orbis also implements training programs that are building the skills of entire eye care teams across the country – from health workers in rural clinics to eye surgeons in urban centers.

The incumbent provides technical advice and supports to Orbis Vietnam Country projects, ensuring that appropriate ophthalmic interventions are in place and carried out effectively in accordance with Orbis global clinical guidelines and Orbis Vietnam Country program direction and priorities.

The incumbent participates in various clinical/eye care networks and meetings (internally and externally), contributes ideas/initiatives to promote Orbis’s works.

The TA reports to the Country Director and works closely with the country team, the global clinical team in Asia region and Orbis headquarters;

• The TA incumbent will work under consultancy contract (about 1-2 working days per week) and on hybrid working mode (mainly online).
• Contract duration: From 15 April 2023 until 31 December 2023 with possibility to extend, subject to needs and budget availability.

Technical advice for project planning and implementation (50%)

• Provide technical guidance to program team and partners during the project implementation, ensure quality of interventions
• Participate in regular meetings of program team (both online and offline) and with partners to advice on clinical aspects of projects
• Contribute inputs for Orbis training programs on ophthalmology (FEH, HBT, fellowship and short courses)
• Advice for promoting Orbis CyberSight on-line training platform in Vietnam
• Exploring new technology application on eye care service delivery and introduce with Orbis and partners
• Support Orbis partners on clinical matters as and when needed

Technical advice for concept notes and proposals (20%) 

• Working with program team and partners to identify eye care issues, assess the needs and gaps of service delivery and provide ideas for appropriate interventions
• Provide professional inputs in the development of concept papers and proposals that address eye health issues, needs in Vietnam and align with Orbis’ program strategic direction

Clinical research and networking (20%)

• Provide inputs for technical surveys and research of Orbis Vietnam
• Represent Orbis at professional forums, eye care network and participate in Orbis clinical meetings

Clinical training/sharing for staff and partner (10%)

• Conduct training for staff and partner on community eye care as needed

Other works

• Performs other duties as assigned.
• Promote the mission of Orbis, actively participate in public relations activities and fundraising events, and represent Orbis at professional forums

• Vietnamese citizen;
• Ophthalmology specialist with at least 15 years working experience in related field
• Good understanding and experience in community eye care
• Good knowledge of spoken and written Vietnamese and English;
• Ability to work in a team environment without direct formal hierarchy;
• Demonstrates flexibility, adaptability and initiative;
• Experience in eye care related survey and research
• Strong networking ability and experience

• Excellent people, team building to facilitate the work of others, communications skills (English and Vietnamese) and ability to create and excel in a dynamic working environment.
• Ability to travel, especially when the Orbis flying hospital is coming to Vietnam.
• Excellent presentation, analytical, and communications skills.
