Technical Advisor, COVID Health System Strengthening for the EpiC project

FHI 360 is an international non-governmental organization that promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. We work at the national and provincial levels to achieve project aims. FHI 360 is currently implementing programs in HIV/AIDS, TB, clinical research, anti-microbial resistance, health system strengthening, combatting trafficking in persons, maternal and child health and nutrition, diagnostics, and laboratory services.

FHI 360 is currently seeking a qualified and highly motivated Vietnamese national candidate to serve as Technical Advisor - COVID Health System Strengthening, for the USAID Meeting Targets and Maintaining Epidemic Control (EpiC) project, based in Hanoi.

Main responsibilities:

Technical Leadership (~55%)

• Lead a team to implement COVID-19 impact mitigation activities focused on reducing morbidity and mortality and improving vaccine delivery
• Build the capacity of district labs to conduct COVID-19 testing
• Work alongside procurement-dedicated staff to support the identification, costing, procurement, and supply chain management of COVID-19 equipment and commodities
• In consultation with clinical experts, develop guidelines, training curricula, and tools for use by COVID-19 caregivers in homes including the basics of at-home isolation measures, infection prevention and control (IPC), oxygen monitoring, and elevating care as needed
• Support lab system strengthening including IPC efforts
• Monitor and mentor human resources for health to improve COVID-19 care and/or vaccine deployment

Project Management (30% LOE)

• Facilitate collaboration and supportive environment with implementing partners and other project staff
• Ensure project activities align with approved project workplan
• Manage COVID-dedicated staff and liaise with FHI 360 team to ensure effective implementation
• Report on project activities to USAID and FHI 360 HQ

Knowledge Strengthening (~15%)

• Develop manuscripts, presentations, and other knowledge products promoting successes, lessons learned, and knowledge gained to advance the COVID-19 response
• Lead reporting and response to ad hoc requests related to areas of technical expertise and leadership

Experience and abilities for the position:

• Bachelor’s degree in public health, biotechnology, social work, social sciences administration, quality improvement or related field; advanced degree preferred
• 5-10 years’ experience in management or technical implementation of international development projects in Vietnam, preferably in health system strengthening
• Exceptional skills with Microsoft Excel, Word, and PowerPoint
• Experience with USAID, PEPFAR and the Department of Preventative Medicine at the MOH preferred
• Well-developed written and oral communication skills in both Vietnamese and English
• Ability to travel as necessary
