Team Leader (National Consultant) and an Evaluation Assistant (National Consultant) to Carry Out a Mid-term Review of the Project

In Vietnam, Oxfam is recognized as one of the leading international NGOs, especially in rural development, disaster risk reduction and humanitarian response, civil society development, ethnic minorities, and women’s empowerment.

Oxfam is implementing Disaster Risk Reduction/ Climate Change Adaptation Project which started in May, 2010 in Quang Tri, Nghe An, Dak Nong provinces and national level.

They are seeking a Team Leader (National consultant) and an Evaluation Assistant (National consultant) to carry out a Mid-term Review of the project.

Duration of consultancy service: Approximately 20 days starting from 8 February 2012.

Responsibilities of the Evaluation team:
- Review all relevant documents: Terms of Reference for the evaluation mission, program strategy, Disaster Management (DM) program proposal, Livelihood program strategy, program proposals, progress reports, and previous evaluation reports.
- To work with Oxfam DM team and Livelihood team to work out detailed plans for the review (timetable, budget, team members, eg).
- To develop an assessment framework (with quantified project outcome indicators) for the field evaluation mission, present and agree the assessment framework with project staff.
- To develop detailed questions and appropriate methods and tools for the review (Checklist, questionnaire, mapping, eg).
- Collect all forms of qualitative and quantitative data.
- Compile both qualitative and quantitative.
- Facilitate a briefing session; a presentation of initial findings and proposed draft report.
- Submit a draft report and get comments from partners and evaluation team.
- Incorporate comments into the report.
- Submit final Report (1 x hard copy, 1 x soft copy).

Qualification of Team Leader:
- At least 5-8 years of research experience
- Advanced degree  in related field
- Experience in participatory research methodologies with at least 5 years experiences both qualitative and quantitative. Demonstrated experience in field survey and project assessment.
- Advanced experience and expertise in Disaster Risk Reduction (DRR) project implementations, monitoring and conducting evaluation of donor funded DRR projects.
- Excellent writing skills

Qualification of Evaluation Assistant:
- At least 3-5 years project implementation and research experience, and
- Advanced degree (Masters) in related field
- Experience in participatory research methodologies with at least 3 years experiences both qualitative and quantitative.
- Demonstrated experience in field survey and project assessment.
- Good writing skills
