IESC – the International Executive Service Corps – is a U.S.-based nonprofit that seeks private enterprise solutions to problems of poverty in developing countries and around the world. By providing a mix of technical assistance and volunteer expert support, IESC works with emerging industries, financial institutions, and governments to stabilize economic environments, increase opportunity, and promote growth. We have completed over 25,000 projects in more than 130 countries worldwide.  

The USAID LinkSME project, funded by the United States Agency for International Development (USAID), supports the Government of Vietnam (GVN) in its efforts to develop, adopt, and implement policy and regulatory reforms to provide a more favorable environment for small and medium enterprises (SMEs). It also works with business support organizations (BSOs) and the GVN to improve the performance of SMEs and integrate them into lead-firm supply chains.  The project is implemented by the International Executive Service Corps (www.iesc.org), under a contract with USAID and an operating license issued by the People’s Aid Coordinating Committee. The USAID LinkSME project is seeking a Talent Acquisition Specialist to ensure the smooth recruitment process and engagement of technical consultants under the approved work plan.

Under the direction of the Finance and Administration Team Lead, the Talent Acquisition Specialist will work full time and be based in Hanoi.

DUTIES AND RESPONSIBILITIES:

Specific responsibilities include, but are not limited to: 

  • Planning and managing the project consultant recruitment process following IESC Human Resource Policy on a long-term basis based on approved work plans and other guiding documents to facilitate the timely implementation of the project activities
  • Maintain and manage proper consultant contracts, deliverables requirements, and payment records including preparation and submission for approval for any proposed changes to consultant contracts
  • Assist the payment process for consultants’ approved deliverables
  • Perform any other task assigned by the supervisor to meet project objectives.

QUALITIFICATIONS:

  • Bachelor’s degree in a relevant field. 
  • Minimum of 2-year experience with administration of the full circle recruitment processes
  • Knowledge or experience on HR Payroll is preferable
  • Details – oriented and time management skills
  • Excellent coordination and teamwork skills;  
  • Interpersonal skills to form effective working relationships with people at all levels; 
  • Demonstrated integrity, proven organizational skills; approachability
  • Influencing and negotiating skills to implement personnel policies; 
  • Maturity, professionalism, and positive attitude;
  • Experience with official development assistance (ODA) projects, particularly those funded by USAID, is a plus; and
  • Fluency in written and spoken Vietnamese and English required.
