WORK CONTEXT / BACKGROUND:

Anti - children trafficking Project Goal: To remove adolescents (aged 12-18) from trafficking and exploitation and put in place of local child protection system.

Outcome 1: Enhance protection of children/ vulnerable youths from trafficking and exploitation

  • Output 1.1 Remove vulnerable youths/children from traffickers/exploitation
  • Output 1.2 Adolescents and youth affected from trafficking and exploitation are provided with quality community based assistance.
  • Output 1.3 Improved evidence base on trafficking and exploitation for policy influence

Outcome 2: Adolescents, especially the most vulnerable, adopt self-protection skills to reduce trafficking and exploitation

  • Output 2.1 Increased knowledge and skills of adolescents to protect themselves and their peers from trafficking and exploitation.
  • Output 2.2 Caregivers adopt positive parenting skills that keep adolescents safe from trafficking and exploitation

PURPOSE OF POSITION:

To assist the Zonal Manager and AP Manager in planning, implementing, monitoring and evaluating anti-trafficking’ project activities for achieving the goal, outcomes, and outputs which are included in the anti-trafficking design document and logical framework, particularly related to child protection, anti-trafficking, covering prevention and protection, advocacy aspects at local level.

KEY RESPONSIBILITIES:

1. Planning

  • Assistance is provided to the Zonal Manager and AP Manager with technical support from TP child protection Manager and DME Officer to develop Plan of Action at grassroots levels, ensuring the integration between anti-trafficking and AP.
  • Problems and alternative solutions as well as opportunities for partnership are identified by participating in community needs assessments including stakeholder analysis and situation analysis in collaboration with other AP team members.
  • Potential stakeholders and resources are identified for partnerships/ project implementation in the target locations.

2. Project Activities Implementation, Monitoring and Reporting

  • Assistance is provided to partners in providing safe migration assistance services.
  • Partnership with the community based Child Protection Committees on child protection and combating violence is promoted and strengthened.
  • Assistance is provided to training on life skill.
  • Direct assistance and protection services are provided to vulnerable and victims of trafficking and child protection incidents.
  • Work with relevant partners on rescuing victims
  • Support is provided to each client and the progress of his/her reintegration is tracked in cooperation with government counterparts.
  • Meetings with volunteers, case workers and Project Management Boards (PMB) for reflection and case management review are organized monthly or when needed.
  • Appropriate expenditures/utilization of funds are ensured
  • Partnership with appropriate stakeholders is established
  • Project activities at the AP level are monitored to ensure the project goal and outcomes are achieved
  • Information about project activities is gathered and documented regularly.
  • Act as a contact person of the AP for routine issues concerning anti-trafficking project
  • Attend reflection meetings at AP and anti-trafficking meetings at national level
  • Assistance is provided to anti-trafficking Manager and AP manager with technical support from Child protection manager/officer and DME Officer in project design, implementation, monitoring and reflection
  • Project activities are implemented in integration with the other projects at AP
  • Project reports are developed in good quality and delivered on time
  • Ensure anti-trafficking related document at field are filed for references
  • Follow strictly WVV finance procedures and guidelines
  • Contribution is made to project baseline survey, participatory rural appraisal, final evaluation, or other social surveys

3. Capacity Building

  • Volunteers and caseworkers are trained on facilitation and program skills.
  • Life skill and positive parenting education provided to targeted groups.
  • Work with consultants to provide capacity building and follow-up for local partners on rescuing victims
  • Assistance is provided to capacity building for caseworkers and government counterparts who will carry out child protection activities at grassroots levels.
  • Behaviour Change Communication is provided to and lesson learnt of anti-trafficking project activities is shared with other AP.

4. Documentation

  • Contribution is made to project good practices, lesson learnt and MSCs and other documentations upon request

JOB REQUIREMENTS:

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

  • Bachelor degree. Major in social science or related fields
  • Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;
  • Community mobilization skills, including networking/coordination among different local partners;
  • Demonstrated training and group facilitation skills;
  • Good time management and organizational skills;
  • Good interpersonal and communications skills;
  • Fair English, especially report writing and reading skills;
  • Good computer skills in Word, Excel, Power point and email
  • World Vision Vietnam is a Christian non-government organization. Applicants having working experience in a similar kind of organization will be an advantage.
  • 1-2 years of relevant work experience.
  • Experience in INGO-funded project planning and implementation.
