MANDATE CONTEXT

The strategic priority of Oxfam-Québec’s Volunteer Cooperation Programme (PCV) is to build the capacity of civil society organizations, local authorities and decentralized state structures, in which they work as actors to develop innovative practices in their own environment, to improve the quality of life of civilians, and to promote equality between men and women.

Oxfam-Québec also strives to support the empowerment of partners for them to better influence development strategies in their own country in order to ensure sustainable solutions for poverty reduction. The capacity of partners to link with external support is crucial to be able to implement projects that contribute to achieve their own objective.

In Vietnam, this strategy was implemented through an action plan that specifically focus on reinforcing partners capacities to fight against poverty and social injustice in order to demonstrate significant positive changes.  

JOB CONTEXT

Social Work intervention is a relatively new concept to this country. Particularly in the anti-human trafficking/exploitation and safe migration context, professional social work is the new approach and not widely accepted by stakeholders. The introduction of social work tools and best practices into the existing anti-trafficking/exploitation and safe migration promotion framework has been identified as an essential need for not only local staff but also victims themselves in preventing human exploitation. It is envisaged that the development of professional social work will incorporate global standards but will be tailored to local needs. A social work expert from Oxfam-Quebec will help to build social work capacity for the Oxfam Quebec country team and implementing partners through developing relevant manuals, guidelines, and conducting trainings in collaboration with local organizations.

KEY RESPONSIBILITIES

Under the guidance of the Oxfam Quebec Regional Representative and Country Manager and in line with the project on Anti-Human Trafficking and Safe Migration, the incumbent will undertake the following responsibilities:

- Assess the capacities of partners working in the field of migration in using social work approach;
- Propose and develop a social work training curriculum for Oxfam-Québec and partners’ staffs; 
- Develop simple, effective, innovative, gender and ethnicity sensitive and low costs tools for partners to be able to train other stakeholders (like police and boarder guard) on social work;
- Provide training to partners;
- Coach partners during their work with other stakeholders;
- Have a follow-up on the usage of the tools and suggest improvement if needed;
- Develop together with OQC Team a plan to insure good integration of social work practices in work of partners.
- Document challenges and good practices of social work in the field of safe migration;
- Undertake any other tasks that might be required by the Regional Representative

Job Specific Competencies

- Master’s degree or  higher in Social work, Sociology or a related field; Master or higher degree in Social work, Sociology or related field is highly preferred;
- 5 years/7 years of relevant social work experience in a government, NGO, or UN agency dealing with poverty, human rights, and governance, preferably in the area of human trafficking or migration;
- Minimum 3 years international work experience.
- Previous work experience in Asia is a plus.
- Proven experience and knowledge on Social Work, particularly in the context of anti-human trafficking/exploitation and safe migration
- Extensive adults’ training experience and skills;
- Proven ability to raise awareness and reinforce capacities of colleagues and partners
- Proven skills in result based management
- Outstanding written and verbal communication in English
- Priority will be given to persons with Vietnamese language skills
- Computer skills: Office, Outlook and Internet.
- Ready to travel to different parts of the country.

Gross Annual Salary/allowance Range:  

- Monthly allowance: $US 970;
- Supplementary allowance for a maximum of 2 accompanying dependants (40% for  spouse and 25% for a child);  
- Return airfare and amount  for 2 pieces of supplementary luggage;
- Settling-in allowance;
- Life, disability, health and dental costs insurance;
- Amount for housing costs;
- Most storage and moving costs;
- Resettlement grant upon return to Canada (3600 $ CAN after 2 years)
