Holt International is an US based NGO, with Headquarter office in Eugene, Oregon operating in 17 countries. Holt’s Vietnam program became operational in 1973, and one of the first INGO from the U.S providing social services to children and vulnerable people in special circumstances and their families. Holt Vietnam is currently working in 9 provinces of Yen Bai, Hanoi, Danang, Quang Nam, Khanh Hoa, Phu Yen, Dong Nai, Binh Duong and Ben Tre in the areas of adoption, child sponsorship, development programs such as nutrition, daycare, education, family strengthening, vocational and training, livelihood development, and community based care.

Holt Vietnam work with the Government of Vietnam and local partners including Ministry of Labor, Invalids and Social Affairs (MOLISA), Ministry of Education, Ministry of Justice, and its line Departments in the provinces to deliver services for children, including children with disabilities and care givers through different initiatives to enable children to achieve their full potential in a safe, inclusive living environment and schools.

We are looking for highly qualified candidate for a position of Social Services Program Coordinator based in Hanoi to join our program team of five program staff working in 9 selected provinces.

Requirements:

  • Academic background: Post university degree in Social Sciences. Social Work education is an asset.
  • Strong and updated skills and knowledge of Child Right and Child Protection.
  • More than 10-year experiences work with International Organisation. Experiences in leadership and program management is preferred.
  • High level of written and spoken English and Vietnamese;
  • Good understanding of the social protection system and children services in Vietnam;
  • Knowledgeable and experiences in care support preferred.
  • Excellent team work skills with multi-disciplinary approach.
  • Independent, motivated, and responsible. Able to work in team setting with good interpersonal and communication skills
  • Having Monitoring and Evaluation skill is an asset

Main responsibilities

To assist Country Director in planning and executing program implementation activities, coordinate, monitor program implementation in the 9 selected provinces.

Scope of work

  • Assist the Project Director in planning, implementing, monitoring and evaluation of the all program activities and daily activities of Holt Vietnam Program;
  • Provide support and supervision to regional program coordinators in planning, implementation, monitoring of the development programs in the provinces.
  • Ensure timely submission of monthly update, quarterly report and annual report and work-plans and different kinds of project reports as required;
  • Coordinate and collaborate with all relevant stakeholders at national and sub-national levels to ensure that all Program activities are carried out efficiently and smoothly;
  • Supervise the overall day-to-day activities of the programs to ensure efficient functioning of the unit, including coordination of planning, budgeting, implementation and monitoring;
  • Ensure the Operational Manual is maintained and updated when necessary
  • Support regional staff and local partners to help find homes for children by training, supervising, monitoring, and evaluating their activities in permanency planning, child assessment and care, family crisis intervention, counselling, adoption, case documentation, case Child Management System (CMS) reports and other services
  • Develops local staff capabilities to properly assess children's physical and mental health for permanency planning and coordinate strategies to address immediate health complications.
  • Promotes appropriate social work principles and practices and oversees social work objectives by ensuring adherence to work plans, frequent visitations to child welfare facilities and community-based care project sites
  • Facilitates international adoption in the region by coordinating processing and logistical support with the Inter-Country Adoption Department in Hanoi for the placement of children with Holt families
  • Other necessary duties as required by the Project Director.

Supervision and performance evaluation:

The incumbent works under the direct supervision and evaluation of the Country Director at Holt Vietnam Hanoi Office with regular travel to provinces.
