1. BACKGROUND

Passerelles numériques (PN), a French non-profit organisation (http://www.passerellesnumeriques.org/en), enables young underprivileged people to build their employability through education in the digital industry, and leverage their potential and willpower; it allows them and their family to escape poverty in a sustainable way, and contribute to the social and economic development of their country.

Established in 2005, PN has been operating in Cambodia, the Philippines and Vietnam, Passerelles numériques has offered scholarships to more than 1700 students in three countries. PN employs 100 people based in these three countries.

Passerelles numériques relies on the financial and skills sponsorship of several corporate partners such as Accenture, Econocom-Osiatis, CA Technologies, Microsoft and Société Générale and also receives support from individual donors.

In Vietnam, Passerelles numériques started its mission in 2010, with a training centre based in Da Nang city. Up to present, PN Vietnam has trained 6 classes with 163 graduates and is training 100 underprivileged students. 

2. CONTEXT AND MISSION

The Social Investigator, under the direct supervision of the Selection Coordinator and in collaboration with Selection Manager, will be required to carry out the last step of PN Selection process: Social investigation. S/he will have to travel in 7 provinces in central Vietnam, including: Danang, Quang Nam, Quang Ngai, Quang Binh, Quang Tri, Binh Dinh and Kon Tum, mainly by motorbike, to assess the social situation of eligible students’ families.

The Social Investigator will join all trips under the project areas to visit the students’ families and also work at PN office in Danang with the Selection team to evaluate the social background of students’ family and prepare for Final Committee.

S/he will be in charge, with the Selection team, to take the final decision to select the most potential students for the upcoming class.

3. DUTIES AND RESPONSIBILITIES

  • Carry out the Social Investigation
    • Prepare all the materials & logistics needed for the trips with the instruction of Selection Coordinator and support from Selection Assistant.
    • Participate in visits to students’ families together with other members of Selection team to evaluate their social situations according to PN Vietnam methodology;
    • Maintain good relationships with selection partners: Study Promotion Association, High Schools and NGOs.
  • Take part to the final decision
    • Prepare all necessary information and material needed for the final committee with the instruction of Selection Coordinator and support from Selection Assistant.
    • Take part in the meetings to prepare the Final Committee.
    • Participate actively to the Final Committee to select the most potential students for the upcoming class.
    • Support Selection team to inform final results to the students, families and partners.
    • Support Selection team to welcome new students on the entrance day.
  • Reporting
    Do the data inputs for the social investigation trips, ensure that hard files and soft files are updated and filed in a relevant and systematic way.

4. SKILLS AND EXPERIENCE

General skills

  • Bachelor degree would be highly appreciated
  • Relevant experience in social and/or community work
  • Excellent communication and  organization skills
  • Proficient in Microsoft Office: Excel, Word, PowerPoint, Outlook...
  • Excellent level of English (spoken and written office language is English)

Specific skills

  • Good capacity of adaptation and understanding of the context
  • Rigorous, demanding and   analytical mind
  • Confident to handle complex situation during the selection trips
  • Must be dedicated and involved to the project
  • Ready to travel frequently in mountainous areas by motorbike
  • Good socio-economic knowledge of central Vietnam would be a plus
