About Rosa Luxemburg Foundation:

The Rosa Luxemburg Stiftung (RLS; www.rosalux.de) originated from the registered association "Social Analysis and Political Education" founded in Berlin in 1990. In 1996, it was recognised by the Party of Democratic Socialism (PDS) as its close political education institution. The Party of Democratic Socialism transformed itself into “PDS/Linkspartei”, later renamed itself into “Linkspartei” (Left Party) which is one of two parties in Germany that formed the new party “Die LINKE” (“The Left”) in 2007. RLS has become a provider of civic education and a centre for progressive social research in both Germany and throughout the world. As one of six party-affiliated political foundations in Germany it supports partners in developing countries striving for social justice, strengthened public participation and economic development. In February 2009, the People's Aid Coordinating Committee (PACCOM) granted the licence for the representative office for Vietnam in Hanoi.

In Vietnam, RLS (www.rosalux.vn) embraces the mission of assisting Vietnam’s transition to a market economy with socialist orientation embedded. Currently, it is cooperating with approximately 20 partners (e.g. Hanoi University of Social Sciences and Humanities; Vietnam Union of Friendship Organizations; School of Law under Vietnam National University Hanoi) by funding around 20 projects (including one in Cambodia) on three themes in the areas of sustainable cevelopment including climate change, social justice, and a dialogue on development models.

Recently, RLS Vietnam, in its function as a regional representative office in Southeast Asia, has increased its engagement in Cambodia. Cooperations in other countries of the region are being considered as well. The planned partnerships and activities are supposed to assist the countries’ transition processes towards social justice, sustainable development and democratic participation. The target groups to be addressed are workers, ethnic minorities, rural population (especially women and youth), other marginalised groups and local decision-makers. RLS plans to work mainly with civil society organisations, parliaments and media institutions.

Position Concept:

The short term project consultant is responsible for assisting the RLS Representative Office Vietnam in planning, monitoring and evaluation projects and partnerships in Cambodia and potential other countries (including research, knowledge management, reporting and proposal writing) with a special focus on managing the implementation of planned activities. S/he is in charge of building up a network of potential partner organizations in the region and takes lead in project management processes required by the BMZ and RLS. The short term project consultant assists the director of RLS Vietnam. S/he works in close contact with the staff of the RLS office and the RLS headquarters in Germany as well as RLS partner organizations.

Responsibilities:

- Supports the preparation and implementation of a partner evaluation in Cambodia;
- Manages day-to-day operational aspects of project and knowledge management with RLS cooperation partners in Cambodia and RLS project and office managers;
- Develops and maintains a network of local contact persons and potential partner organisations in Cambodia and potential other countries;
- Provides verbal and written translations of project-related information from German to English and vice versa;
- Accompanies the director and other RLS staff during events, filedtrips and other missions for the purpose of assistance with monitoring and evaluation tasks;
- Ensures project documents are complete, up-to-date, and filed appropriately;
- Writes research papers, project, event and fieldtrip reports;
- On request of the director, participates in conferences, workshops, seminars, and trainings as the substitute of the director;
- Suggests areas for improvement in internal processes along with possible solutions;
- Creates friendly and trustful partnerships with RLS’ cooperation partners and other partners, seeks for advise of the director if problems arise.

Professional and personal qualifications:

- Degree from an international university in Southeast Asian Studies, Political Sciences, Social Sciences, Public Administration, Project Management, Development Studies;
- Professional experiences in project and event management as well as planning, monitoring and evaluation procedures;
- At least six months of practical experiences in project work in Southeast Asia as well as in a German Politische Stiftung, familiarity with BMZ regulations and proposal/reporting procedures;
- Profound knowledge about German domestic and international politics, familiarity with the political left spectrum;
- Fluent in German and English, Khmer is an asset;
- Familiar with MS Office and other software assisting websites, project management and project accounting;
- Understands how to communicate difficult/sensitive information tactfully, willing to learn, team-oriented and highly communicative;
- Convenient to work in an international and diverse environment as well as to go on business trips abroad;
- Well-developed presentation skills.

Will be substituted by: Project managers of RLS Vietnam
Duty station: Hanoi, Vietnam
Position: Full-time / service contract

The position will be offered to the selected candidate beginning from 01 May, 2013 until 30 July, 2013.
