“The role of corruption in wildlife trafficking”

I. BACKGROUND

The Wildlife Conservation Society (WCS) is a US non-profit, tax-exempt, private organization established in 1895 that saves wildlife and wild places by understanding critical issues, crafting science-based solutions, and taking conservation actions that benefit nature and humanity. WCS has been working in Viet Nam since early 2006 to strengthen the commitment and capacity of the Vietnamese government to combat wildlife trafficking.

Since 2009, the Government of Viet Nam has promoted the teaching of anti-corruption subjects/modules in educational and training institutions, particularly in law schools. In response to this, The School of Law under Viet Nam National University, Hanoi (VNU-LS) has launched the first Master Program on State Governance and Anti-corruption in Viet Nam in 2018. Targeted students of this program are officers from government at all levels, party members, and others who are/will be working on law enforcement, anti-corruption, public reform, inspection, and handling citizens’ complaints and reports. In 2019, WCS has supported VNU- LS to develop a reference book “The role of corruption in wildlife trafficking” for the course 2019-2021 of this master program. Up to the date, the draft of reference has been developed and planed to finalize in November 2019.

Five consultants are being recruited to provide comment on the draft of reference book.

II. SCOPE OF WORK

Providing comment on the reference book “The role of corruption in wildlife trafficking”

III. ACTIVITIES

The consultants will implement below activities:

  • Providing comment on the reference book;
  • Attending and involving in discussion session of the consultation meeting for revising the reference book. The meeting is tentatively planned in middle ofAugust 2019.

IV. REQUIREMENTS

The Consultants need to be satisfied criteria as below:

  • Be Vietnamese;
  • Having a degree or higher in law or related majors;
  • Having at least 5 years of experience in law enforcement/management of wildlife, researching, developing report/training program/training curriculum/materials or working with program relating to governance and anti-corruption.

V. PROFESSIONAL FEE AND EXPENSES

Professional fee and other expenses (travel, accommodation, per-diem, if any) within the scope of the service shall be based on the consultant’s proposal in accordance with WCS’s cost norms and activity’s budget.
