Senior Technical Officer

FHI 360 is an international, non-governmental organization that works with the Vietnam Ministry of Health, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. In Vietnam, FHI 360 is currently building the capacity of local organizations in HIV prevention, care & treatment, drug treatment policy, and drug treatment practice.

We are currently seeking qualified, experienced, and highly motivated candidate for the position of Senior Technical Officer to work in our HIV Care & Treatment programs, Hochiminh City based.

Main responsibilities:

• Provides technical leadership and direction to OPCs in community and in prisons on HIV care and treatment and a trainer for HIV and HIV/TB related trainings.
• Provides and/or oversees training and facilitation on HIV related trainings on ARV and OIT treatment in OPCs, prisons, and TB units; and support to C&T team on training materials; SOPs and tools development, adaptation, revision.
• Keeps abreast with state of ART and updated HIV related issues and support to C&T team to develop on-line training materials and ensure high quality programming in FHI 360 supported sites.
• Works closely with relevant stakeholders to put in place operational M&E and QA/QI systems and with the leader of C&T Unit and other relevant FHI 360 staff in developing the C&T program/technical strategies to position FHI 360 as a TA provider.
• Supports FHI 360 technical officers working in clinical works to enhance OPC monitoring quality, support implementing agencies to comply with national guidelines, and develop job aides for sites.
• Identifies gaps in technical assistance and identifies, recruits and manages consultants, FHI 360 APRO and headquarters technical staff, as appropriate.
• Represents FHI 360 and makes presentations at professional meetings and conferences.
• Provides technical input on advances in the field of HIV related works and support to C&T Unit by reviewing current literature; stays alert to any implication this information/research for FHI 360 activities, and makes recommendations for improved programming based on field experience, research, and best practices.
• Ensures that the programs and services offered by the organization contribute to the organization's mission and reflects the priorities of the program.
• Identifies, supervises, oversees and mentors HIV related works and support to C&T unit to ensure high quality technical assistance and oversight is provided in FHI 360-supported sites.
• Essential qualifications:
• University graduation, Doctor of Medicine is strong competence, with a minimum of 2 years experienced in the area of diagnosis, treatment & care of HIV/AIDS, Infectious Diseases, or Tuberculosis patients.
• Good written and spoken English and Vietnamese.
• Computer literate with strong skills in use of MS office package (Word, Excel, and PowerPoint...)
