FHI 360 is an international, non-governmental organization that works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services, to promote the health and wellbeing of the Vietnamese people, particularly vulnerable and marginalized populations. FHI 360 is currently implementing programs with government and private sector partners that address HIV prevention, care & treatment, drug treatment policy and practice, clinical research for the development of vaccines and drugs, maternal and child health and nutrition, diagnostics, and laboratory services.

We are seeking qualified and highly motivated Vietnamese nationals to join FHI 360 as a (Senior) Technical Officer in Clinical Care for the Suc Khoe Doi Dao (Abundant Health) Program, based in Ho Chi Minh City (HCMC).

Program Summary:

Suc Khoe Doi Dao is a community-based program focusing on strengthening the capacity of the HCMC Department of Health to provide hypertension (HTN) and diabetes mellitus (DM) services at the commune level. Two main aims of this innovative program are to 1) increase the proportion of community members aware of the four shared NCD risk factors, and 2) increase the proportion of eligible patients screened, risk stratified and treated for DM and HTN through a high functioning team-based model of care delivery at the commune health station (CHS) level. Initiated successfully in eleven commune health stations, the program is slated to expand citywide in its third phase. The program is being implemented with the HCMC Department of Health.

Key duties and responsibilities:

In collaboration with the HCMC DOH and PMC, the Clinical Care (Senior) Technical Officer will be responsible for guiding and monitoring health care providers of select CHSs in 24 districts to implement changes for HTN and DM screening, diagnosis, treatment, and management services. The STO will work with the Program Manager and other partners in addressing the following primary responsibilities:

1. Guide and support the implementation of new NCD practices through the Collaborative Improvement model

  • Serve as a technical advisor to the HCMC DOH and PMC on establishing and supporting a city-wide learning collaborative on the Abundant Health model
  • Provide coaching on the team-based care model and quality improvement tools to PMC mentors/monitors; provide remote coaching to CHS staff in collaboration with PMC.
  • Support the establishment of standardized workflows at CHSs for HTN and DM screening, diagnosis, treatment, and management;
  • Facilitate quarterly collaborative learning session and a peer exchange network among the CHSs.

2. Ensure the quality of program activities and data management

  • With PMC counterpart, conduct routine quarterly site visits to a selection of CHSs. Observe their teamwork dynamics, review records, assesses their performance, and provide constructive feedback timely;
  • Develop platform for monthly data collection & administration;
  • Collect and analyze dataset against project outputs and outcomes.

3. Prepare and present program progress

  • Prepare monthly data and monitoring reports to the program management team for review;
  • Prepare and present quarterly data report with recommendations to the program management board for actions taken.

4. Contribute to mid-year and end-year reports to the donor

5. Perform other relevant duties as requested

Required qualifications & experiences for the position

  • Medical doctor degree, additional degree in public health or related fields is a plus;
  • At least five years’ experience providing technical assistance to the implementation of a public health program;
  • Experience in implementing models for quality improvement and providing technical support to public health programs in Vietnam desired;
  • Experience in working with stakeholders such as CHSs and District Preventive Medicine Center highly desirable.

Required soft skills for the position

  • Familiarity with information management systems and data statistic tools (e.g. SPSS, STATA);
  • Proficiency with various software applications (e.g. MS Excel, Word, PowerPoint, Visio);
  • Ability to multitasking; detail orientation; eager to learn new things;
  • Be flexible and creative on working approach; be logical in thinking and analysis;
  • Excellent presentation skills. Good written and spoken English.
