Position title        : Senior Manager of Habitat Resource Centre
Workplace           : Hanoi Habitat Resource Centre; Regular travel within Vietnam
Reports to           : National Director – HFHI Country Representative
Direct Reports      : Hanoi Habitat Resource Centre Staff
Relates to           : Project teams, Clients, Implementing Partners, officials, Community & Intl Networks
   
Overall responsibility: Provide team leadership, project management and programme development/ expansion through project planning, implementation, monitoring and evaluation. In growing these key projects as part of HFHV’s core programme in the northern region of Vietnam, the Senior Manager of Habitat Resource Centre (HRC) develops staff and partners to enable communities to improve their socio-economic conditions through developing, managing and expanding HFHV’s housing micro-finance programmes and other HFHV programmes in the region. The manager will play a key role in advising programme development as well as identifying new funding opportunities that create new resource bases for programme growth. 

Key areas of responsibilities
Programmatic development/ management of the projects
1. Integrate Habitat for Humanity's Vision, Mission, Goals and Values in project design and delivery.
2. In conjunction with relevant line managers, develop grant proposals for major donors for new projects and expansion in the region.
3. In coordination with other HFHV departments obtain necessary approvals and host visitors to HFHV’s projects, including donors, government officials, NGOs and journalist/film crews. With Communications team, prepare project/programme information and articles when required for donors, HFHV updates.
4. Develop and maintain good relations with local government partners and community stakeholders; represent Habitat for Humanity International in Vietnam at provincial and inter-agency meetings or workshops to develop networks and partnerships.
Develop partnerships and work with other international NGOs, Micro Finance Institutions, Local NGOs and UN agencies who work in the same targeted programme areas to synergize programme in addressing different needs of communities.
5. Develop volunteer opportunities for domestic and International volunteers with project and local partners. Provide oversight during volunteer builds with volunteer coordinating team to ensure safety and a positive experience for volunteers and community partners.
6. Coordinate project research and development around appropriate technologies for low cost housing, water and sanitation solutions.
Monitoring and evaluation
7. In coordination with M&E Manager and other relevant Managers implement project evaluations with assistance of project teams, partners and consultants.
8. Provide monthly & quarterly consolidated project reports as required by HFHV and donors.
9. Support the establishment and implementation of HFHV’s monitoring and evaluation systems.
10. Ensure appropriate  filing of all relevant Hanoi HRC  and Programme documents, including but not limited to MoU, Agreement, Contracts, etc.
Financial, administrative and human resources management
11. Provide support and ensure all Habitat for Humanity related policies are appropriately applied and upheld within projects
12. Conduct Performance Coaching and appraisals for all project staff in the region and ensure a learning environment pervades.
13. With CD/CFO or/and other line Managers, approve expenditures, monitor and evaluate overall project budget against actual expenditures.
14. Support/lead needs assessments and related training programmes for staff and partners.
15. Ensure compliance with HFHV and donor regulation of accounting and asset management.
16. Facilitate and support the work of external consultants and interns in the area.
17. With HR Manager and other relevant Managers recruit new staff for the Hanoi  HRC.
Others:
18. Liaise regularly with programme, finance and administrative team leaders and perform any other tasks as agreed for overall operational needs in addition to those agreed with the Country Director.

Requirements
1. Aware of and committed to the Habitat Vision, Mission, Goals, Values and Mission Principles. Team Player and model of Servant Leadership
2. Master’s degree in social development, NGO management or equivalent; construction knowledge, and micro-finance management is an advantage.
3. Good interpersonal and communications skills; excellent time management and organizational skills
4. Willing and ability to travel domestically and internationally; easily works at the community level with the ‘poor’ and is able to stays in the community and with project teams and partners as needed.
5. 5-10 years community development experiences, including PRA/PLA and other techniques.
6. Previous experiences in project design, implementation, monitoring, evaluation and report writing.
7. Previous experience in influencing, negotiating and facilitating community partners and activities.
8. Previous experience in sustainable house, water and sanitation projects of scale and impact with budgets and revolving funds exceeding US $1,000,000
9. Fluency in written and spoken English and Vietnamese
10. Willingness to learn and adopt new technology and methodology
11. Clear communication skills and computer proficiency in MS Word, Excel, presentations, virtual communications and current PC applications & software related to the job and industry
12. Willingness to conduct research on relevant topics in support of HFHI program expansion
13. Leverages use of volunteers for specific tasks and program development (research, evaluations, etc)
14. Commitment to self-assessment and learning as well as commitment to develop staff and partners

Remuneration Range: P4-C

Benefits will be provided as guided by standard labor policies and practices of the Socialist Republic of Vietnam as related to INGO operations in Vietnam and guided by best practices from HFHI policy and guidelines.
Annual or project specific job plans will be developed with supervisor and management team will objectively guide and serve as assessment tool for regular (3-6 months) performance assessments and formal annual or end of project performance appraisals.
