Senior IT Technician; GIS Officer

APOPO is a social enterprise that researches, develops and implements detection rats technology for humanitarian purposes such as Mine Action and Tuberculosis detection. APOPO is a Belgian NGO, with headquarters in Tanzania and operations in Mozambique, Thailand, Angola, Vietnam, Laos and Cambodia. APOPO took over the project in the year 2014 in co-operation with TT Hue PPC in order to continue the humanitarian de-mining/UXO clearance activities financed by the German Foreign Office (GFO).
APOPO Vietnam is looking for 02 qualified positions to work for the Data Base Unit, (DBU) of the UXO Clearance Project in Thua Thien Hue province:

1.Senior IT technician:

Responsibilities: 

• Collaborating with stakeholders and project’s expertise to set up the Data Base Unit for Thua Thien Hue Province.
• Collaborating with expertise to develop the information management system
• Collecting UXO data and input to the IMSMA software.
• Analyzing UXO data and report to project manager, Department of Foreign Affairs and Provincial Army of Thua Thien Hue Province.
• Coordinate with GIS officer to manage the database, GIS system and related software such as IMSMA and ArcGIS …
• Training for related agencies on data collection and data entry.

Desired qualifications:

• Relevant higher education is required
• Experience from using the Information System for Mine Action (IMSMA) and ArcGIS is desired.
• Proven experience with secure set up of computers and computer networks;
• Proven experience with troubleshooting networks;
• Proven experience with setting up application and/or file servers;
• Proven experience with Excel pivot and PowerPivot tables, database connections;
• Prefer experience with coding in SQL, PostgreSQL, PHP, MySQL, DAX;
• Experience from data collection, entry, analysis and report writing is desired.
• Able to generate process/network/workflow maps;
• Willing to work in the field if/as required for integrating the needs of field operations with Information Management
• English language skills are desired .
• Familiarity with ISO a plus;
• Good communication and interpersonal skills is desired.
• Willing to learn from and to each others

2.GIS officer:

Responsibilities: 

• Mapping including sketch maps; collecting information and transfer the information to sketch maps.
• Supporting Senior IT Technician and to set up the Data Base Unit for Thua Thien Hue Province.
• Supporting IT Technician to manage the database, GIS system and related software such as IMSMA and ArcGIS …
• Collaborating with expertise to develop the information management system
• Collecting UXO data and input to the IMSMA software.
• Providing support to the IT in the form of pre-entry quality assurance of the accuracy and completeness of forms.

Desired qualifications:

• Relevant higher education is required
• Proven experience with ArcGIS, Arc View, Map Info , Micro Station, ENVI in other words real work, not practice at university;
• Proven experience with conversion of VN2000 and other coordinate systems in common use by GoVN to UTM and/or Decimal Degrees;
• Proven experience with the use of File and Personal Geodatabase in ArcCatalog;
• Proven experience with methods of managing and sharing geospatial data through XML files and database connections;
• Able to generate process/network/workflow maps;
• Willing to work in the field if/as required for integrating the needs of field operations with Information Management;
• Familiarity with ISO a plus;
• English language skills are necessary.
• Willing to learn from and to teach others

Contract duration will be 6 months and extendable possibility.
