BACKGROUND :

IRD VN is a locally registered social enterprise in Viet Nam.  IRD VN is a young, dynamic, and growing organization.  Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.

In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Viet Nam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.

We are seeking a skilled professional to manage and execute engagement strategies with both public and private health providers in HIV/AIDS field. The successful candidate will be responsible for developing and implementing engagement plans, building and maintaining relationships with public and private health providers, and communicating key messages to a variety of audiences.

MAIN DUTIES AND RESPONSIBILITIES :

Serve as HIV Treatment Private Sector Team Lead (50%)

• Lead the development of technical assistance activities aimed at enhancing the quality of HIV treatment services in the private sector
• Oversee the implementation of HIV treatment private provider technical assistance activities and troubleshoot issues as needed
• Lead meetings and events with public and private health providers and project donor
• Develop and deliver presentations and other communication materials to private health providers and project donor
• Monitor and report on engagement activities, and provide feedback to senior management to inform future interventions
• Collaborate with internal teams to ensure alignment of engagement activities with overall project objectives
• Stay up-to-date on industry trends and developments in public and private engagement

Build and maintain a network of private health providers offering HIV treatment services (25%)

• Conduct regular fieldwork activities to map the current landscape of private health providers in HCMC/ metro who offer HIV treatment services
• Identify and build relationships with public and private health providers at the provincial level
• Implement technical assistance activities aimed at enhancing the quality of HIV treatment services in the private sector

Data Management (25%)

• Maintain a database of service provisions at private health providers
• Provide technical assistance for HIV testing and counseling and HIV treatment sites to improve the quality of data and the   use of data to enhance performance
• Analyze data and make presentations for team members to facilitate data-driven programming
• Support collection and verification of private-sector HIV treatment data
• Ensure Data quality assurance activities
• Facilitate operational surveys (such as key population estimates…)
• Complete accounting forms for payments that arise during the implementation of project activities

Other tasks

• Support other aspects of project implementation as assigned

REQUIRED EXPERIENCE/SKILLS :

• Bachelor's degree in public health, medicine, pharmacy, social work, or a related field
• Minimum of 3 years of experience in public and/or private engagement, health promotion interventions.
• Excellent communication and interpersonal skills
• Strong organizational skills and ability to manage multiple projects simultaneously
• Ability to build and maintain relationships with stakeholders at all levels
• Knowledge of digital communication tools and social media platforms
• Demonstrated ability to work independently and as part of a team
• Strong analytical and problem-solving skills
• Ability to work in a fast-paced environment and meet deadlines
