Senior Economist

Chemonics International is immediately seeking qualified Vietnamese national candidates for the U.S. Agency for International Development (USAID) Governance for Inclusive Growth (GIG) assistance program in Vietnam. We are seeking candidates for technical position to support the Government of Vietnam’s efforts to facilitate broad-based, sustainable growth.

Senior Economist (Long term, full time)

- Work with GIG partners to improve their capacity, based on technical analyses of policy options to develop targeted communications products for policy makers, stakeholders, and the general public to support a structured public-private dialogue on GIG-supported policy issues. 
- Help GIG GVN partners conduct analyses of periodic estimations of aggregate transaction costs of compliance with regulations for businesses and the wider economy to help prioritize specific short-term reforms that are high impact, publicly visible, and low-cost.
- Facilitate the development of economic, trade, and financial policy analysis networks to provide options for policy makers, citizen education and outreach, and structured public-private dialogues at the national and local level.
- Develop the practice of using regulatory impact assessment (RIA) for evidence-based policy development through:

  • appropriate training on regulatory impact assessment for various partners including, but not limited to, state agencies, social organizations, training institutions and media,
  • Assisting partners conduct regulatory impact analyses on new and existing policy;

- Participate in economic policy advisory work, rigorous training for policy makers, and development of innovative tools and partnerships to advance systematic economic, legal and regulatory reforms; and
- Conduct impact assessment of reforms and trade liberalization.

Qualifications

  • Master Decree in economics, public policy, business administration, quantitative study or related field required, Ph.D. is preferred;
  • Skills and knowledge of quantitative methods and the development of indices to measure performance;
  • At least 5 years’ experience in government and development programs supporting economic, regulatory, and legal reforms with track record of achievement;
  • Demonstrated leadership, versatility, and integrity;
  • Fluency in both written and oral Vietnamese and English required; and
  • Strong teamwork experience, experience with multiple partners in the government and business sectors, and innovative thinking.
