1. BACKGROUND

Passerelles numériques (PN), a non-profit organisation, is dedicated to enabling highly disadvantaged youths, through their abilities and their commitment, to access education and technical and vocational training, in the sector of Information Technology. We work to build strong employability which will allow them and their families to sustainably escape poverty, and contribute to the social and economic development of their countries.

Established in Cambodia, the Philippines and Vietnam, Passerelles numériques currently trains 513 students. PN employs 100 people based in these three countries including a small team in France.

Passerelles numériques relies on the financial and skills sponsorship of several corporate partners such as Accenture, Econocom-Osiatis, CA Technologies, Microsoft and Société Générale and also receives support from individual donors.

In Vietnam, Passerelles numériques started its mission in 2010, with a training centre based in Da Nang, in Central Vietnam. In 2012, the first class graduated with 27 students, and most of them had a job just after graduation. Today, PN Vietnam (PNV) trains 100 students and graduated 163 young disadvantaged since 2010.

2. CONTEXT AND MiSSION

The Selection Coordinator, under the supervision of the Education and Selection Manager, will be responsible to conduct the different steps of the selection process and will be the main contact of the selection partners. S/he will have to travel very frequently to all the project provinces, in order to meet the different actors: local authorities, schools, students and families. S/he will coordinate the 4 main steps of the selection process: information sessions, written tests, interviews and social investigations. In close collaboration with the Selection Manager, S/he will prepare the selection strategy and coordinate the preparation of the Final committee to select the future PN Vietnam students at the end of the selection process.
Project provinces: Quang Binh, Quang Tri, Danang, Quang Nam, Quang Ngai, Binh Dinh and Kon Tum.

3. DUTIES AND RESPONSIBILITIES

Coordinate the implementation of the whole Selection process:

The Selection Coordinator endorses the responsibility of the entire process in close collaboration with the Selection Manager as follows:

  • Strategy and plan:
    • Propose selection strategies for the coming years in collaboration with the Education and Selection Manager based on experiences from previous years.
    • Design overall planning, work with partners to decide project areas (provinces, district, high schools, and organizations), and make the budget with the Manager.
  • Partners and network:
    • Coordinate the implementation of selection  steps with the local partners, NGOs and other social organizations to ensure smooth operation.
    • Strengthen current relationships with Studying Promotion Associations, Department of Foreign Affairs, local NGOs and social organizations under the project areas.
    • Identify new partners to develop Selection network.
  • Collaboration with other PN Vietnam’s departments:
    • Coordinate involvement of members from other departments in selection steps.
    • Carry out trainings to involved staffs at each selection step.
  • Preparation of selection materials:
    • Coordinate the preparation of required materials for each selection step with relevant departments: presentation, tests, interview grid, social investigation grid, final committee, etc.
    • Revise and design new materials and processes if necessary.
  • Administrative tasks:
    Ensure all administrative duties related to selection are fulfilled according to Vietnamese law and Provincial regulations.
    Provide financial and operational report all along the Selection process
    Be the contact point to the project’s local authorities.

Mainly be in charge of conducting the whole Selection process:

The Selection coordinator is responsible of the good implementation of selection steps. She/he ensures the preparation of the materials, trains the team before, supervise  the trips ensures that all files are completed with correct information.

Finally, she/he analyses the strengths & weaknesses and proposes any recommendations for improvements.

At all field trips, she/he will be the leader of a team of 2 to 6 people. She will ensure smooth operation and will be the main contact point with local authorities and selection partners.

  • Information session: Lead the sessions in the targeted provinces
    • Work with SPAs to define the most potential areas for selection.
    • Work with PN Alumni to encourage their participation in Information sessions.
    • Work with schools to ensure well preparation for the smooth sessions: rooms, students, equipment, etc.
    • Deliver the presentations about PN Vietnam scholarship to the targeted groups.
    • Facilitate  open discussions and answer the questions of the students.
  • Written tests and interview: Lead the sessions at the exam centres
    • Work with schools to ensure well preparation for the smooth testing days such as: applicant list and logistic preparation etc.
    • Carry out tests and interviews at schools under the PN’s rules and regulations
  • Social investigation: Oversee the social investigations of the selected students’ families to define their social rank with regard to PN methodology and criteria.
    • Be PN representative to visit the students’ families.
    • Interview the parents/relatives and the students, explain the student contract and the selection process
  • Final committee: Conduct the meeting to select the future PN students in collaboration with the Education and Selection Manager
    • Supervise the team to prepare the students profiles to be discussed during that meeting.
    • Facilitate the discussions and participle to the decision making process.
    • Present the students selected to all PNV staffs.

NB: For the three first steps the Selection Coordinator will have to travel for many weeks and will have to drive motorbike in mountainous areas to visit the family

Reporting:

  • Ensure data are rigorously and timely recorded for the whole selection process from information sessions, written test results, interview records and social investigations.
  • Update systematically all documents during the selection.
  • Manage the required reporting to Selection partners (authorities, SPA, HS,  NGO’s, etc.)
  • Write an annual report at the end of the whole selection process.

4. SKILLS AND EXPERIENCE

General skills

  • Required Bachelor degree in Social or humanity work
  • Relevant experience in social and/or community work
  • Excellent communication and  organization skills
  • Proficient in Microsoft Office: Excel, Word, PowerPoint, etc.
  • Excellent level of English (spoken and written office language is English)

Specific skills

  • Good interpersonal skills
  • Good capacity of adaptation and understanding of the context
  • Rigorous, demanding and  analytical mind
  • Confident to handle complex situation during the selection trips
  • Must be dedicated and involved to the project
  • Ready to travel frequently in mountainous areas by motorbike and physically capable
  • Good socio-economic knowledge of central Vietnam would be a plus
