Rural Livelihoods Technical Manager

They are looking for a talented, high calibre development professional to fill the following vacancy: Rural Livelihoods Technical Manager
(Stationed in Hanoi, Vietnam on a two-year contract basis)

As a leader of the Oxfam Hong Kong (OHK) technical program team in Vietnam, s/he will provide strategic and technical advice and support to technical and provincial program staff to ensure effective integration of governance, pro-poor markets, disaster risk reduction, climate change adaptation and gender–related interventions in Oxfam’s provincial rural livelihoods programs as well as related advocacy work in Vietnam.

On behalf of OHK, s/he will also lead the inter-Oxfam rural livelihoods working group which is responsible for enhancing the quality and impact of all Oxfam work on rural livelihoods in Vietnam.

In addition, being a key member of OHK’s Senior Management Team in Vietnam, s/he will contribute to the strategic management of all OHK work in Vietnam.

The successful candidate MUST meet the following requirements: 
- A relevant degree and at least 10 years of rural development experience with demonstrated technical expertise in one or more of agriculture, forestry and organizing farmers, preferably with more than 5 years experience in Vietnam or Mekong region.
- Some market development experience, including value chains, microeconomic / sector development, business development services, business strategy development and product marketing, etc.
- Experience working for significant periods in remote or difficult areas, preferably with poor ethnic minority communities
- High level skills in program design and evaluation, participatory rural appraisal/learning and action techniques, preferably related to large-scale integrated rural development programs
- Gender analysis and planning skills
- Experience in capacity building and organization development
- Ability to work within complicated political contexts with sensitivity and understanding
- Excellent relational skills and the ability to represent the organization in various forums to build productive alliances and partnerships
- Excellent written and verbal communication skills in English and ability to speak Vietnamese will be an advantage
- Personal commitment to Oxfam principles and the rights based approach, including gender and cultural equity, and participation
