Samaritan’s Purse International Relief (SPIR) is a Christian nonprofit organization providing aid to hurting people around the world.  Since 1996, SPIR has been operating in Vietnam and developing strong relationships with partners to conduct projects in 6 sectors livelihood, health, education, protection, relief and WASH.

SPIR Vietnam’s projects are being implemented in Hanoi, Quang Nam, the center province, Tra Vinh, the south province of Vietnam and across the northern provinces of Lao Cai, Yen Bai and Lai Chau where the majority of people are from ethnic minority groups, often the most vulnerable or marginalized sections of the population.

We are now seeking highly qualified candidate for the following position:

Position Title:                 Risk and Compliance Optimization Manager       

Grade:                            Manager

Position Duration:         01 Year with possibility of extension

Duty Station:                 Hanoi

Reports To:                   Operations Manager (direct) Country Director (indirect)

Job Summary:

The position will be responsible for the overall risk identification, analysis, and management; and shall recommend and ensure the implementation of measures to minimize risk while ensuring compliance with internal and external policies, procedures, and standards. He/she will have a dual mandate to minimize risk while streamlining business functions for greater effectiveness.

Key Responsibilities:

  • Develop the risk identification and annual assessment plan, and facilitate the identification, measurement, assessment, monitoring, and control of the level of risks at Samaritan’s Purse in Vietnam.
  • Conduct office wide training and awareness sessions on internal control and risk issues; and establish and maintain risk awareness culture with Samaritan’s Purse in Vietnam. Provide appropriate opportunities for organizational learning, including lessons learned from previous problems, on-going communication, training and development.
  • Lead monitoring and reporting of significant deficiencies and material weaknesses and ensure that appropriate remedial actions are taken.
  • Ensure that work practices are risk based and in compliance with local and internal standards and practices. Champion a culture of compliance.
  • Participate in developing and enforcing the compliance policies Samaritan’s Purse in Vietnam, following local and global policies
  • Assess business processes with an eye towards optimization. Propose and implement streamlined procedures that effectively meet standards within a compliance and efficiency framework.
  • Review all Samaritan’s Purse in Vietnam contracts, Memorandum of Understandings, and agreements.
  • Review laws, decrees, and regulations regarding INGO work and to ensure team is compliant in current external regulations. 
  • Consult senior management team in resolving employee issues about the legal risk compliances.
  • Provide advice to the team, including senior management, with the risk and compliance mindset.
  • Lead special projects, such as in revising the agency registration and supporting audits.
  • Nurture a positive work environment, fostering a commitment to Samaritan’s Purse values and ethics.
  • Other duties as assigned by the Country Director and Operations Manager.

Education/Experience Needed:

  • Bachelor's degree in law, business management or related field.
  • 3 to 5 years of legal or risk management experience.
  • Experience working in international organizations, communicating cross-culturally, and with risk/issue management.
  • Knowledge of Vietnam legal framework and risk management practices and principles.

Skills Required:

  • Fluency in Vietnamese and English. Strong English writing, communication, and analytical skills. Capacity to solve problems logically in a demanding and complicated circumstances.
  • Highly proficient in research and with Microsoft Office Suite.
  • Ability to engage with senior leadership.
  • Ability to identify risk areas and prescribe measures to efficiently minimize risks.
  • Willingness to travel to field sites to conduct risk assessments.
  • A humble team player with a high degree of integrity and strong work ethic.
