The British Embassy in Hanoi is part of a world-wide network of 230 posts, representing British political, defence, economic, trade, and consular interests around the world.  

We are currently looking to recruit a Research and Innovation Programme Manager to join our high performing team. Science and innovation play a key role in promoting prosperity and are at the heart of UK government strategy for a sustainable economic recovery.  International collaboration is vital for maximising economic and development benefits as well as meeting global policy challenges with problems such as pandemic disease, climate change, and food security requiring the ability for governments to engage with, and through, sound science.  

The jobholder will have a critical role in developing research and innovation partnership with Vietnam. S/he will be responsible for ensuring that the partnership makes a significant contribution to Vietnam’s development whilst also strengthening the bilateral relationship with the UK.

As a senior member of our local staff, the jobholder will interact regularly with the Ambassador, Deputy Head of Mission, visiting senior UK scientists and officials, and a wide range of contacts in government, the industry and academia in Vietnam. The successful candidate is likely to have a strong interest in science policy and encourages international collaboration. S/he will be working closely with other teams in the Embassy and with the regional Science and Innovation team. The role will involve domestic travel and some evening work.

A one-year fixed-term contract will be offered in the first instance, subject to renewal in subsequent years.

Primary Roles

  • Develop an understanding of the development challenges in Vietnam and how the UK could best contribute;
  • Negotiate with in-country bodies over the content and focus of the partnership, and secure agreement on co-funding;
  • Work with Embassy management, the regional Science and Innovation team and in-country bodies to ensure effective management, delivery and promotion of the partnership in country;
  • Work with UK delivery partners to maintain awareness of progress on sub-programmes and resolve issues and concerns;
  • Work with the Embassy communications team to raise visibility of partnership outcomes.

Requirements

  • Proven understanding of science and innovation activities in Vietnam and delivery of project activities;
  • Strong personal organisation and communications skills, has initiative and resourcefulness;
  • Professional approach and demeanour, high work standards and ability to meet deadlines;
  • Excellent written and spoken English and Vietnamese;

The British Embassy offers a competitive remuneration package, including salary, benefits, a leave entitlement and training package.  Specific training and mentoring for the role will be provided for the successful candidate. This may include training in the region. The successful candidate will need to commence security clearance procedures through the Embassy as soon as possible.
