Refresher Training of Trainer (TOT)

The USAID Social Marketing for HIV Prevention Project implemented by PSI aims to reduce HIV infections by promoting HIV prevention behaviors including consistent condom use and VCT uptake among most at risk populations (MARP) in 9 provinces: Dien Bien, Hai Phong, Quang Ninh, Lao Cai, Ha Noi, Nghe An, HCMC, An Giang, and Can Tho. In support of this objective, the project supports the development and use of evidence-based, participatory interpersonal communication tools to facilitate face-to-face discussions with MARP. In FY12, PSI will conduct ‘Training of Trainers’ TOT courses for PAC staff in the 9 provinces to support the use of new, evidence-based IPC tools developed by the project in the same year.
The TOT will be designed to prepare PAC staff involved in PEPFAR-supported and non-PEFPAR supported provincial HIV prevention activities to be able to i) roll-out trainings for peer educators and outreach workers who are working with MARP to promote consistent condom use, VCT usage and prevent initiation of new drug users; ii) follow up/monitor the trained PEs and outreach worker to support them during outreach work; iii) help identify additional, provincial level needs for communication assistance.
Two separate TOTs will be conducted in March 2012: the first one for northern PACs (Dien Bien, Hai Phong, Quang Ninh, Lao Cai and Hanoi) during the week of 5th March 2012 in Vinh Phuc province, and the second one for Nghe An and southern PACs (HCMC, Can Tho, An Giang) during the week of 26th March 2012 in Dong Nai province.
The USAID Social Marketing for HIV Prevention Project requires an individual consultant experienced in TOT to support the two trainings. PSI will define technical content of the training curriculum and related tools; design curriculum, conduct selected sessions, guide participants in use of new IPC tools, and post-training supervision. The scope of work for the consultant will include:
- Providing inputs and review draft TOT and outreach training curriculum for province level (including: training agenda, tools, materials, pre and post test, handouts and presentations...)
- Suggesting ways to strengthen participation and practical application during the trainings
- Co-facilitating TOT courses together with PSI staff to optimize participation
- Submitting brief report after refresher TOT training with recommendations for improvements of the outreach training courses for outreach workers/peer educators at province level.

Deliverables/Outputs
- Provide inputs and review draft TOT and outreach training curriculum in English and Vietnamese with all required pre, post test, training evaluation forms, presentations and handouts to be sent to PSI in both hard and soft copies five days before the first TOT. (4 working days)
- Co-facilitate the two TOT courses, three days/course. (6 working days)
- Work with PSI team to finalize training curriculum for outreach workers at provincial level in English and Vietnamese with all required pre, post test, training evaluation forms, presentations and handouts to be submitted to PSI Vietnam in hard and soft copies seven days after the first TOT. (1 working day)
- Pre and post test, training evaluation - result analysis of the refresher TOT submitted to PSI five days after each of the TOTs. (1 working day)
- Training brief report for both TOTs includes feedbacks from participants and trainers’ recommendations for the outreach training courses at provincial level submitted to PSI Vietnam five working days after the two TOTs. (1 working days)

Selection Criteria for refresher TOT training consultant
- Master’s degree plus 5-10 years of relevant experiences
- Experienced in TOT and advanced TOT training especially adult learning and participatory approach
- Familiar with HIV/AIDS prevention projects and related issues.
