SNV Vietnam is looking for a: Value Chain Advisor
Based in Hanoi, Vietnam with frequent travel (National associate consultancy contract)

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.

SNV is engaged in the agriculture sector implementing Value Chain, Inclusive Business and Climate Change adaption and mitigation activities.  SNV is currently implementing an AusAID funded project to support and build the capacity of small holder rice producers and provincial agencies in Quang Binh and Binh Dinh to meet these requirements by applying the System of Rice Intensification (SRI). The project will support and build the capacity of small-holder rice producers and provincial agencies to reduce Greenhouse gas (GHG) emissions and improve small-holder benefits from rice production in central Vietnam by introducing low emission production practices, utilizing renewable energy generated from rice residues and promoting the value chain of “green rice”.

SNV Vietnam is seeking a highly qualified national candidate to fill in the post of Value Chain Advisor.

Responsibilities

- Lead the development and implementation of market-based value chain and Inclusive Business1 activities in the SRI project in the northern central and south central provinces
- Provide efficient and effective advisory services to clients (provincial authorities, private sector companies and local NGOs, farmers)
- Research, analyse and make recommendations about the microeconomics of the rice industry, rice value chain and the microeconomics of the green/sustainable commodities market
- Research, analyse, support and make recommendations about technical issues related to: rice farming, productivity, rice sowing, rice post harvesting activities, etc.
- Identify market linkages and market opportunities for farmers, millers and traders, retailer, wholesaler at domestic and international markets, related to green and cleaner production of rice
- Provide technical advisory support to SNV’s advisory team in agriculture sector as required
- Establish and maintain contacts with partner and client organizations in the rice sector
- Support farmers to participate in the SRI rice value chain through the projects initiatives
- Raise awareness of local stakeholders about SRI approach and SRI rice market development
- Provide direct advisory to partner and client organizations in their organizational development and their support to the households, micro and small scale enterprises
- Assist SNV in the identification of business opportunities with local partners towards further strengthening and expansion of their rice production activities in Vietnam
- Support the collective learning in client/activity teams and/or expertise groups

Candidate profile
- Vietnamese citizen
- University degree in economics, international development, agriculture, business or other relevant disciplines
- At least 5 years of relevant working experience with international organizations or development organizations
- Experience with and expertise in relevant development approaches in agriculture: value chains, market-based value chains, pro-poor agriculture, others  
- Experience working in the field in agriculture projects
- Experience in working with stakeholders at all levels (province, district, commune), and with mass organizations
- Experience in working with private sector (agribusiness, traders, food processors, other related) is an advantage
- Demonstrated ability to work independently and show initiative
- Excellent communication (speaking and writing) skills in English and Vietnamese
- Good computer skills in MS-applications (Word, Excel, Internet, Email)

Contract Duration:  SNV Vietnam offers a one-year associate consultancy contract with the possibility of extension.
Desired start date: March/April 2013
