Quality Management Manager; Project Manager; Survey Officer

SODI (Solidarity Service International) is a German non-profit organization working on humanitarian UXO clearance and integrated development in Vietnam since 1998 in Thua Thien Hue and Quang Tri province. We are looking for qualified candidates to fulfill the following 3 positions: (1) Quality Management Manager (2) Project Manager (3) Survey Officer.

1. Quality Management Manager – SODI programme - based in Quang Tri or Hue

Main responsibilities: 
- Development of regular work plans and reports for QA the team.
- Cooperation with project leading staff in controlling and maintaining the QMS system. 
- Support the Program Manager in project planning including defining project targets.
- Looking at and responding to all issues regarding standards and procedures.
- Ensuring that processes needed for the Quality Management System (QMS) are established, implemented and maintained.
- Report to top management on the performance of the QMS and any need for improvement.
- Ensure the promotion of awareness of customer requirements throughout the organization.
- Liaise with the external assessment body on all matters related to the external accreditation process.
- Ensure that a document control procedure is adopted to approve, review and update
- All changes to critical documents within the scope of the QMS.

Detailed responsibilities: 
- Ensure that records are established and maintained to provide evidence that the QMS is being followed and that there is a system in place for the identification, storage, protection, retrieval, retention time and disposition of such records.
- Ensure that the performance of the QMS is reviewed at planned intervals to ensure its continuing suitability, adequacy and effectiveness. This review means assessing opportunities for improvement and the need for changes to the QMS.
- Ensure that Quality Objectives are set by top management for measuring the performance of the QMS and that these are regularly reviewed.
- Ensure that all new staffs are inducted into the requirements of the QMS related to their own roles and responsibilities. Provide update training as necessary.
- Ensure that all suppliers used by the organization are selected, evaluated and reevaluated and that records of this assessment are maintained.
- Ensure that top management undertakes periodic but regular assessments of customer satisfaction and that consequent improvements are identified and implemented.
- Ensure that an internal audit programme is adopted to verify that the QMS conforms to planned arrangements, QMS arrangements and is effectively implemented and maintained.
- Ensure that appropriate action is taken when this is not the case.
- To analyze data on the effectiveness of the QMS and evaluate where continual improvements of the QMS can be made. This shall include data generated as a result of monitoring and measurement and from other relevant sources.
- Co-ordinate continual improvements of the QMS, ensuring that evidence of corrective and preventive actions taken are recorded and reviewed.

Desired qualifications:
- Relevant higher education
- Experience from planning, implementation and reporting is necessary.
- Experience from Quality Management work (ISO 9001:2008) is required.
- Training in QMS is required.
- Good communication and interpersonal skills is desired.
- Written and verbal proficiency in English is necessary.

2. Project Manager –Thua Thien Hue project – based in Hue

Responsibilities: 
- Cooperation and Coordination with project partners in Thua Thien Hue province.
- Development of regular work plans and reports for the teams.
- Controlling and ensuring the safety of the de-mining work carried out by the field team and the mobile teams
- Ensuring that logistic needs (such as equipment, repairing, technical needs...) for the whole project are met
- Cooperation with project leading staff in securing, controlling and maintaining the project equipment
- Correcting the timely reports and documentation of the different project teams as well as of the whole project
- Public relation work in the locations where the project is operating
- Office management
- Supervising Administration, Logistics, Statistics, Survey  
- Supervising Ops Coordination/Planning
- Provide project monthly reports to the Program Manager and monitoring progress in relation to project targets
- Support the Program Manager in project planning including defining project targets
- Support the Program Manager in project finance management
- Conduct weekly work and planning meeting with the project staff

Desired qualifications:
- Relevant higher education
- Experience from project planning, implementation and reporting is necessary.
- Experience from Logical Framework Approach (LFA), Result Based Management (RBM) is desired.
- Experience from Quality Management work (ISO 9000) is required.
- Training in ISO 9000 is desired.
- Technical background within humanitarian mine action is desired.
- Good communication and interpersonal skills with experience from networking and fund raising is desired.
- Experience from logistics, finance and budget control is necessary.
- Written and verbal proficiency in English is necessary.

3. Survey Officer – Thua Thien Hue project – based in Hue

Responsibilities: 
- Mapping including sketch maps; collecting information and transfer to sketch maps.
- To support SODI Commune Focal Points in conducting commune and village mapping; marking of UXO locations.
- Community liaison before, during and after clearance operations.
- Liaison with Commune representatives; SODI Commune Focal Points.
- To conduct non-technical survey; households interviews; and Mine Risk Education.
- Survey reporting.
- Support both the clearance teams and SODI Commune Focal Points through monitoring and evaluation of the use of forms according to standard operating procedures (SOP’s).
- Providing support to the IT/Database Officer in the form of pre-entry quality assurance of the accuracy and completeness of forms. 

Desired qualifications:
- Relevant higher education.
- Good command of Microsoft Office (Word, Excel & Power point), Google Earth, KMZ, JPS and ArcGIS is desired.
- Good communication and interpersonal skills with experience from inter acting on community level is desired.
- Written and verbal proficiency in English is necessary.

These positions are 100% in addition to that there are requirements to travel and stay overnight occasionally. Working evenings is also required occasionally.
