Public Sector Manager

Chemonics International is immediately seeking qualified Vietnamese national candidates for the U.S. Agency for International Development (USAID) Governance for Inclusive Growth assistance program in Vietnam. We are seeking Public Sector Manager candidates to support the Government of Vietnam’s efforts to facilitate broad-based, sustainable growth and improve accountability of public sector institutions and citizen participation in monitoring and evaluating public policy. The Public Sector Manager coordinates targeted technical assistance with five GVN partners: the Ministry of Justice (MOJ); Ministry of Finance (MOF), the State Audit of Vietnam (SAV), the National Assembly (NA), and the Ministry of Planning and Investment (MPI). The position will also coordinate when appropriate with other GIG VN partners as required, including the Ministry of Industry and Trade (MOIT). Further, the position will contribute to engage civil society stakeholders, business associations, chambers of commerce, think tanks, media, and academia.  

Public Sector Manager:

  • Identify and prioritize specific interventions to improve efficiency and transparency in the legal and regulatory environment in support of fulfillment of GIG Result # 2: Improved accountability of public institutions.
  • Develop, discuss, and negotiate SMART performance indicators (specific, measurable, attainable, relevant and time-bound) and targets within simple and concrete action plans designed to achieve the expected results of improved quality, transparency, efficiency, predictability, and inclusiveness of laws and regulations.
  • Collaborate with partner GVN agency/agencies and take the lead in managing and implementing the action plans in close consultations with relevant private and civil society stakeholders and, with support from GIG’s Strategic Communications Team, in organizing strategic public fora and communications events (TV appearances, round tables, press conferences, etc.
  • Support Component Director to develop, propose, negotiate, implement, report on progress and achieve the results of activities responsive to fulfillment of contractual requirements of the six Key Results Areas (KRAs) of Expected Result 2 of the GIG Results Framework
  • Work collaboratively with GIG partners (government partners, business, research institutions, media and society organizations) and work closely with GIG Technical Teams on the preparation of work plans, specifying deliverables designed to achieve key results and build partners’ technical capacity through the policy life cycle
  • Maintain and nurture a consistent focus of GIG’s activities on the core program vision of enhancing transparency, accountability, rule of law, competitiveness, and inclusiveness  
  • Coordinate technical assistance, research, grants and capacity building activities that contribute to advance program results
  • Coordinate technical collaboration with GVN partners to enhance transparency and accountability in public institutions  management
  • Coordinate technical collaboration with GVN partners to design and develop sustainable tools, methods and processes that contribute to more effective public sector management 
  • Contribute to program collaboration with public sector institutions to enhance and improve citizen participation in monitoring and evaluating policy implementation
  • Contribute to program collaboration to articulate innovative and inclusive partnerships that advance the component’s results, including but not limited to public private dialogue. 

Qualifications

  • Sound understanding of the context for public policy environment , public administration and organization and governance issues in Vietnam 
  • Solid knowledge of Vietnam’s parliamentary system, practices and processes
  • Extensive network with senior staff and officials of the National Assembly and the Government of Vietnam partners including State Audit of Vietnam and Ministries
  • Ability to support GVN actors, in particular the National Assembly, to design training courses and provide support on program preparation, prioritization, execution, and evaluation and implement them sustainably on a national basis
  • Ability to facilitate analysis  from a global perspective, with the ability to offer practical policy advice on accountability and transparency issues based on local realities
  • Strong communication and interpersonal skills and demonstrate a strong intellectual and operational capacity in providing and coordinating advisory services to stakeholders.
  • Ability to work in a team environment, to multi-task and work under significant time pressure and engage effectively with high level government officials.
  • Education: Bachelor degree in law, international relations, public administration, public affairs, public policy -or related field- masters preferred.
  • Experience: Minimum 5 years of relevant work experience  
  • Language Skills: Fluent written and spoken Vietnamese and English required
