Job Title: Protection Project Manager
Department: Protection
Reports To: Senior Program Manager

Summary of Position

The Project Manager will oversee all programming and project activities relating to protection in the operational areas of SP Vietnam. This position is based in Hanoi with frequent travel to remote project sites. The project manager will be responsible for writing program documents, including project proposals, reports, and research, summaries of projects in addition to looking for potential donors for expansion of the project. This will include meeting donor requirements in all these areas. The project manager will work with the national staff, managers and partners to strengthen and expand programming in the areas of protection.

Essential Duties and Responsibilities:

  • Work in conjunction with Senior Program Manager, relevant program staff and financial staff to develop plans, proposals, and budgets for new and existing projects.
  • Directly line manager all protection program staff. Provide coaching, training and supervision for staff. Provide timely performance review and feedback to ensure staff are meeting targets and fulfilling Job Descriptions
  • Provide leadership, direction and develop implementation plans for projects in the protection sector. Ensure development plans are strategic and founded on existing research in Vietnam.
  • Assist with the field-level execution of the program against all set objectives and within the agreed budgets.
  • Manage budgets and be responsible for all financial reporting for protection program.
  • Prepare and submit monthly narrative, financial and project status reports in a timely and accurate manner. Develop reporting procedures and formats for management and donors.
  • Prepare and submit semi-annual, annual and final reports on all protection projects.
  • Keep up-to-date on existing or emerging academic literature regarding protection issues and counter-trafficking and Vietnam.
  • In conjunction with staff, further develop the training (and curriculum) on safe migration and child protection, as well as training methods. Ensure the quality of communications materials.
  • Work with local donor representatives, government authorities and all relevant stakeholders on the program documentation process, ensuring that plans and proposals address critical needs and meet donor criteria for provision of funding.
  • Ensure monitoring systems are in place and that project reviews are carried out periodically in conjunction with the project management and team.
  • Develop monitoring and evaluation methods for project activities (ex. baseline surveys, pre/post-tests, qualitative interviews). Ensure proper, non-biasing methods are used in the field. Collect and analyze evaluation data, interpret results, and continuously adjust project activities accordingly based on results.
  • Ensure all supervised projects are compliant with donor specific and Samaritan's Purse (SP) policies and procedures.
  • Network with the NGO community, UN agencies, local and national government bodies, donors and other relevant parties within the sector. Including but not limited to attending sector meetings.
  • Manage and guide the project permission process to ensure projects are able to be implemented in a timely manner.
  • Other duties as assigned.

QUALIFICATIONS AND MINIMUM REQUIREMENTS:

  • Degree in Sociology, Protection, Psychology, Social Work or related field
  • 3-5 years’ experience in designing and leading workshops/trainings
  • 3-5 years’ experience in working in the area of human trafficking/protection work
  • Experience with implementing livelihoods projects is considered a bonus
  • Fluency in spoken and written English and Vietnamese
  • Ability to travel to highlands regularly to carry out project activities.
  • Excellent planning, financial and organizational skills.
  • Strong analytical, monitoring and evaluation skills preferred.
  • Strong willingness and passion to learn about issues related to trafficking, behavior change and community development.
  • Works well in a diverse team and a pressured environment.
  • Flexibility and adaptability.
  • Cheerful, diplomatic, encourager, concern for the spiritual well-being of the team.
  • Professional maturity; ability to keep the focus of work on the overall goals
