The project “3RproMar” (Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs) is a regional technical cooperation program, jointly funded by the governments of Viet Nam and Germany and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Its objective is to support the Association of Southeast Asian Nations (ASEAN) member states in the improvement of implementation capacities for reducing land-based waste leakage to protect the seas. The project outcome includes four output areas:

  1. Enhancement of the regional cooperation and knowledge management among the ASEAN working groups
  2. Development of national measures for waste leakage reduction within the focal ASEAN member states (Cambodia, Indonesia, Philippines, and Viet Nam) as well as their transmission to strategies on local level
  3. Involvement of the private sector to develop approaches for waste leakage reduction along value chains
  4. Implementation of pilot projects in selected municipalities

The latter output aims at effectively showcasing 3R solutions that can reduce the amount of plastic that is leaking into the marine ecosystem through the implementation of two pilot projects in Soc Trang Province in the Mekong Delta. The activities foreseen will, amongst others, include the optimisation of waste segregation through trainings and infrastructural improvements, value creation and market development for recyclates, technology transfer, and behavioural change measures. Involved stakeholders range from local administration and government bodies to private sector actors, and civil society organisations.

For support in the implementation of the pilot projects, the 3RProMar project is looking for a qualified local candidate for the position of:

Project Officer / Private Sector Partnership Specialist “3RproMar”
Duty station: Ho-Chi-Minh-City, Vietnam
Duration: ASAP until 30th September 2023 (with potential of extension)

The Project Officer / Private Sector Partnership Specialist will support the project with technical knowledge and will be responsible for contributing towards the achievement of the program’s contractual targets in Vietnam, with a special focus on Outputs 3 and 4. He/she will do everything possible to ensure that the country-specific program targets are met.

Main responsibilities:

  • Build and cultivate network of private and informal sector actors along plastic value chains in Vietnam’s FMCG industry and other relevant stakeholders;
  • Identify current efforts, barriers and best practices for the private sector to move towards a circular economy, as well as the role of the informal sector;
  • Advise private sector players and foster knowledge exchange formats (e.g. study trips, webinars, side events at fairs, studies, etc.) on 3R solutions, their implementation, and the integration of the informal sector;
  • Advise on and facilitate financing possibilities, business model opportunities and low/no cost solutions and identify the same moving towards a circular economy;
  • Support relevant capacity development formats, as well as national and regional events/workshops/roundtables in the field of marine litter prevention and represent GIZ at local stakeholder events;
  • Support the monitoring/evaluation/knowledge management of the project by collecting and adequately distributing information and relevant communication material about the activities;
  • Support other activities in close coordination with the project team.

Minimum requirements

  • University degree in the fields of business administration, sustainable business development, circular economy, environmental management or a related field;
  • Minimum of 5 years of professional experience in cooperation with the private and informal sector in the FMCG industry;
  • Outstanding networking and communication skills;
  • Technical knowledge on framework conditions in Vietnam impacting actors along plastic value chains in the FMCG and other industries relevant to marine plastic litter;
  • Expert knowledge of 3R measure entry points along plastic value chains, and approaches to integrate the informal sector;
  • Experience with working in international/multicultural work environment;
  • Excellent spoken and written Vietnamese, complete fluency in English (spoken and written);
  • Experience with GIZ is a plus.
