About iDE

iDE (www.ideglobal.org) is a U.S.-based international non-governmental organization implementing development programs in Africa, Asia and Central America since its inception in 1984. In Vietnam, iDE has been active since 1991 employing a market facilitation approach with strong partnerships at local and national government levels with the purpose of creating improved market opportunities for small and medium entrepreneurs and smallholder farmers in a variety of agriculture, climate-smart technologies, water, sanitation and hygiene sectors and now moving towards plastic waste in the newly emerging plastic waste circular economy sector. iDE Vietnam focuses on building the capacity of government partners and private sector actors to effectively scale market-based solutions, resulting in lower poverty, increased climate resilience, better health and cleaner environments.

Scope of Work

Reporting to the Project Manager (PM), the POCO plays the role in implementing a large plastic waste circular economy project (Plastic with Purposes – PwP project) in Danang city and developing effective communication products for different purposes at different levels.

For technical aspects, the POCO may work with other teams in DE Global as needed.

Duties and Responsibilities

Project Officer - 60%

1.   Deploy the project activities - under the supervision and guidance of PM

  • Develop detailed workplan for project activities as assigned by PM, including budget implement activities according to the project's plan
  • Cooperate with government and private partners in the project, provide technical support to the partners and stakeholders of the project; monitor the activity carried out by the project's partners, in accordance with the agreement between iDE and the partners.
  • Support the PM in monitoring project budget expenditures, according to the donor and iDE's financial plans and guidelines
  • Report on project activities to PM on a timely basis

2.   Project monitoring and evaluation

  • Report on Support the monitoring of on-site activities to ensure efficient and timely implementation of activities
  • Collect information to use for project monitoring and evaluation purposes

Communications Officer - 40%

  • Ensure that all public-facing communications and marketing products align with iDE’s brand standards and donors’ requirements
  • Support the formulation and implementation of the communication plans for the PwP project in Danang City
  • Maintain digital media archives including photos and videos
  • Draft compelling case studies from the projects for social media outlets in English and Vietnamese versions as needed
  • Provide supports for iDE organization communication activities when required

Other supports

  • May provide project administrative tasks as requested by PM

Working relationship

  • Within the iDE: Communicate and work closely with the project team to ensure effective implementation and communications for the PwP project.
  • Outside iDE: as assigned by PM

Qualification & skill requirements

  • (Preferred) Bachelor’s degree in communications, journalism, marketing or other relevant areas
  • (Optional) Bachelor’s degree in business administration, environment
  • Good command of English (this will be tested)
  • Be competent in computers, internet and social networking applications
  • Experienced in communications, journalism, marketing or other relevant areas
  • Minimum 3 years of experience in a similar position
  • Be creative, flexible, able to work in a team, independently and work under pressure
  • Have a passion for environmental issues and/or have an understanding of plastic waste issues
  • Experienced in working in an international organization and/or the private sector
  • Excellent verbal, written, and interpersonal skills
