Position: Project Officer
Reporting to: Program Coordinator.
Location: Ho Chi Minh City, Vietnam.

Duration: 24 months with possibility of extension.

ORGANIZATION BACKGROUND:

Center for Health Consultation and Community Development (CHD) is a non-governmental, not-for-profit organization under the Vietnam Union of Science and Technology Association (VUSTA). CHD promotes a better standard of living for local communities through innovative and community-based interventions with an impacted focused and programmed approach.

• To improve maternal and newborn health as well as the nutrition and adolescent sexual and reproductive health.
• To prevent infectious diseases, including HIV and AIDS, malaria and avian influenza.
• To promote gender equity and human rights, including gender-based violence and reduce traffic injuries.

PROJECT SUMMARY:

Smoke free environment in transportation sector has been implemented in Ho Chi Minh City (HCMC) since 2012, however the smoking in public indoor places is still common and no fines have been imposed in 2017 as such violations were not inspected and/or monitored.

The project addresses the gaps in the current Tobacco Control legislation and Administrative Fine Law related to TC by strengthen effectively participation from on-site teams at public transportation places in effectively monitoring smoke free compliance and Appling fines at public places. CHD and the Institute of Public Health of HCMC in collaboration with the HCMC Department of Transportation and People’s Committee will develop a clear and feasible fines mechanism and its guides for implementation and document its process, evidences and lesson learns for replication and advocacy. The BCC and advocacy activities will be conducted at provincial level and national level.

MAIN RESPONSIBILITIES:

In collaboration with the Institute of Public Health of HCMC and the HCMC Department of Transportation, the Project Officer will be responsible for the following program management, finance and administration functions supporting the Program Coordinator to ensure efficient and effective management of the project.
