To be based in Ho Chi Minh City:

Major Duties: Under the overall supervision of the Chief of Mission IOM Vietnam based in Hanoi (CoM), the direct supervision of the Head of Sub-Office (HoO) in Ho Chi Minh City, and in close cooperation with the Head of the IOM Vietnam Programming, Project Development and Implementation (PPDI) Unit (based in Hanoi), the Project Officer will be tasked mainly with project implementation activities at the Sub-Office in HCMC.
S/he will be responsible for the co-ordination and implementation of assigned projects, notably in the fields of counter trafficking, gender-based violence, or assisted voluntary return and reintegration. S/he will keep the CoM, HoO, and the Head of PPDI-unit informed on the status of implementation of each project. More particularly, the Project Officer will:

1) Organize, plan, and conclude partnerships to implement assigned project activities.
2) Implement assigned project activities.
3) Advise on developments and on relevant trends and policies in the field of migration and more particularly in the field of counter-trafficking, gender-based violence in the country.
4) Assist in the managing, monitoring, oversight and support so as to ensure timely implementation of projects.
5) Ensure compliance with project reporting requirements and contribute to the drafting of periodic reports.
6) Participate in the preparation of the projects budget monthly expenditures.
7) Establish and maintain positive relations with relevant governmental, non-governmental entities as well as other international organizations and local NGOs on program issues.
8) Regularly perform monitoring visit to project sites to ensure proper project management and timely implementation as requested by the HoO and the CoM. 
9) Coordinate with various IOM missions as well as governmental agencies and NGOs in Vietnam for the reintegration of victims of trafficking.
10) Assist in the planning and coordination, and making needed arrangement for seminars/conferences, meetings, and presentations.
11) Contribute to the drafting of new project proposals and program strategies.
12) Assist in the fundraising with the relevant international, governmental and non-governmental entities.
13) Undertake duty travels as assigned by the CoM or HoO.
14) Provide guidance and support to any assigned “Australian Youth Ambassadors for Development’s (AYAD)” as advised by the CoM and/or HoO.
15) Attend official meetings as assigned.
16) Assist with translations, and/or act as interpreter/translator whenever required.
17) Perform such other duties as required.

Education/Experience Required: 
- Bachelor or Master Degrees in Development, Social Sciences, Communication, Public Administration, Management, or any other relevant field.
- At least 8 years of relevant professional experience in development works.
- Knowledge of Counter-Trafficking, Gender Based Violence and Migration is a must.
- Proven track record in outstanding project implementation.
- Thorough understanding of Vietnamese public sector structures, systems and decision-making processes.
- Have a good established network with local NGOs, government authorities.
- Excellent communication, facilitation, presentation and negotiation skills.
- High level of proficiency in both Vietnamese and English.
