Within the Sustainable Economic Development priority area, GIZ supports Viet Nam in fostering a greener, inclusive and digital economic growth with the focus on three key areas: Inclusive Economic policy and Legal advice, Sustainable Finance and Digital/Private Sector Development.

The Macroeconomic Reform/Environmentally and Socially Sustainable Growth Program provides technical assistance to its core partners including Ministry of Planning and Investment, Ministry of Finance, State Bank of Vietnam and Ministry of Labour, Invalids and Social Affairs (MoLISA) to promote better management of public and private resources for inclusive green growth in Vietnam. In the cooperation with MoLISA, the Social Inclusion Component of the Program is pursuing the goal of enhancing the successful integration of social dimension and gender equality into the implementation of national strategies in green growth, climate change response and sustainable development in Vietnam.  In this context, we are looking for a qualified candidate to fill the following position:

Project Officer “Social Inclusion”

(Maternity leave cover)

Duty station: Ha Noi, Viet Nam

Duration: October 2023 – May 2024

Main responsibilities:

  • Conduct background research and networking to contribute to the development of the strategy on technical advisory services that GIZ can offer its partners in the area of integration of social dimension and gender mainstreaming as well as just transition in sustainable economic development and green growth of Viet Nam, with particular attention to the affect on population groups with disadvantages and women.
  • Lead the implementation of the assigned portfolio in close liaison with other team members and government partners as well as other relevant stakeholders such as international development agencies, NGOs, businesses, etc.
  • Manage the process of consultants recruitment, development of terms of reference (TORs) and contract, and quality assurance of their assignments.
  • Work with the finance and admin team in organising the Programme’s activities and events.
  • Contribute to the development of the Programme’s and the Component’s reports, M&E and knowledge management.
  • Assist the Component Manager and substitute other team member in conducting the work of the Component/Macro Programme when required
  • Translate documents (English - Vietnamese, Vietnamese - English), assume interpretation tasks at meetings and other tasks if required

Minimum requirements:

  • A university degree or higher in public policy, development economics, law, social development or related fields.
  • At least 3-5 years professional experience in a similar position in development projects or organizations (social organizations, think-tank or research institutes), or directly in charge of the coordination with development projects in the government agencies.
  • Good project management skills and experience with development project’s design, planning and budgeting as well as execution and monitoring.
  • Good understanding of Vietnam’s policy making and stakeholder engagement process in Vietnam, especially in the areas related to just transition, climate change and sustainable development.
  • Experience in working with ministries and provincial governments, especially MoLISA and/or governance bodies in the energy, environment and climate change sectors, is an asset.
  • Pro-active and self-driven individual with proven strong networking capability, interpersonal and communication skills.
  • Excellent verbal and written English language skills, knowledge of German in addition would be an advantage.
