GIZ has been commissioned by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) with the project for Support to Viet Nam for the Implementation of the Paris Agreement. The lead executing agency is the Ministry of Natural Resources and Environment (MONRE), further implementing partners are MARD, MOC, MOT, MPI as well as the provinces of Quang Binh and Ha Tinh. The project advises MONRE on the further development, sectoral coordination and implementation of Viet Nam’s NDC and the development of an institutional framework for implementing the Paris Agreement. The project also serves as an interface for all projects in Viet Nam that are financed through the International Climate Initiative (IKI) of the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV).

German Cooperation has been supporting Viet Nam to restructure its agriculture sector to ensure sustainable rural development, particularly in the Mekong Delta. In continuation of this support, the Viet Nam country package of the global program “Green Innovation Centres in the Agriculture and Food Sector” in Viet Nam (GIC), has been commissioned to support the transition to higher resource efficiency and value creation in Mekong Delta farming systems. A central element of the project is to increase the ability of smallholder farmers and upstream/downstream companies to adopt climate-smart and sustainable innovations that increase incomes, employment, and the quality of produce while reducing their environmental footprint. Through the promotion of innovations and novel business models along the agro-food value chains rice and mango, GIC contributes to farmer’s stable and competitive production, increased incomes through higher product quality and compliance with standards.

The projects are looking for a local professional to fulfill the following position of 

Project Officer

“Climate Change Mitigation in the Agricultural Sector”

Duty Station: Hanoi, Vietnam

Duration of Assignment: ASAP until March 2023 with possibility of extension

Main responsibilities

  • Assist the programme management (CTA/TA) of SIPA and GIC in achieving the programme´s objectives;
  • Provide technical advice to the Ministry of Agriculture and Rural Development (MARD), other line ministries and provincial government agencies on climate change mitigation in the agricultural sector;
  • Support MARD in fulfilling commitments to achieve the National Determined Contributions (NDCs) with a focus on potential emission reductions in LULUCF, crop and livestock production;
  • Coordinate with relevant departments in MARD regarding the requirements for NDC implementation in the agricultural sector, focusing on LULUCF, crop and livestock production;
  • Support to and close exchange with the Agriculture Team under the GIC and other agriculture related projects of GIZ;
  • Provide technical advice to the GIC Agriculture Team on mitigation related topics and support liaison with MARD;
  • Support MARD in providing background information and research on mitigation options in agriculture and Best Available Technology (BAT);
  • Advice MARD on strategies, policies and plans to achieve Vietnams commitments made at COP 26 (net-zero, methane pledge, halt of deforestation);
  • Assist MARD in developing a comprehensive MRV framework according to national requirements;
  • Support to the development and implementation of voluntary carbon credits in agriculture
  • Review the recently approved decree on GHG emission reduction and ozone layer protection and identify the consequences relevant for MARD, support MARD in implementing the requirements of the decree;
  • Develop financing proposals in cooperation with relevant departments of MARD to foster NDC and net-zero implementation;
  • Assist MARD with the organisation of workshops, capacity development formats and external consulting; 
  • Assist the project management to coordinate and communicate with political partners (ministerial and provincial levels and line agencies), other donor and implementation agencies and the civil society;
  • Identify national and international financing options for the implementation of climate change mitigation measures and support partners on national and local level in accessing them;
  • Integrate project outputs into the legal and institutional framework of project partners;
  • Support and contribute to the internal M&E system of both the GIC and SIPA, prepare reports and presentation material;
  • Assist MARD with the organisation of workshops, capacity development formats and external consulting; 
  • Assist the project management to coordinate and communicate with political partners (ministerial and provincial levels and line agencies), other donor and implementation agencies and the civil society;
  • Coordinate and cooperate closely with the other project officers working with MARD on mitigation and adaptation, both within SIPA, GIC and related projects within the cluster;
  • Identify national and international financing options for the implementation of climate change adaptation measures and support partners on national and local level in accessing them;
  • Assist the project team and external consultants of the project in the design and implementation of its communication strategy and its knowledge dissemination in Viet Nam;

Minimum Requirements

  • Master’s Degree ideally in a subject related to at least one of the following fields: climate change, environmental sciences, natural resources management, environmental policy, political sciences or a related field.
  • At least 5 years of professional working experience in project implementation and management. Work experiences abroad is considered an asset.
  • At least 3 years of professional working experience in a comparable position; 
  • Profound knowledge through working experience of the Vietnamese climate change policy, legislation, institutional landscape, relevant implementation structures, responsibilities and planning processes;
  • Good knowledge of the international climate change discussions and negotiations as well as of relevant international standards and methods in the area of mitigation;
  • Technical knowledge in the areas of LULUCF, crop and livestock production and their relevance for climate change mitigation;
  • Sound knowledge of the national and international public and private financial institutions and their financing mechanisms and instruments regarding climate financing;
  • Strong technical expertise in the area of development and implementation of climate change projects;
  • Excellent written and oral communication skills in English and Vietnamese, with analytical capacities and ability to synthesise relevant findings;
  • Excellent command of MS Office and good working knowledge of modern telecommunication systems.
  • Excellent self-management and coordination skills;
  • Creativity, proactivity and proper initiative towards the results of the programme;
  • Excellent ability to share knowledge and experience, a good team player;
  • Demonstrated ability to work and produce - sometimes under high pressure - high quality outputs;
