Project Manager; Project Accountant

Ministry of Labor, Invalids and Social Affairs (MOLISA) is implementing the project “Support for the development of rehabilitation and social assistance system for people with mental health problems and mental disorders in the period 2013-2015”.  The objectives of the project are to provide technical support for the implementation of rehabilitation and social assistance project for people with mental health problems and mental disorders;  contribute to innovation of social assistance system in mental health care in Vietnam in order to meet comprehensive care demands of the people through  strengthening inter-sectoral cooperation and coordination, improving policy system, improving human resource quality and establishing models for mental disorder prevention and treatment. The project receives the financial support of the Atlantic Philanthropies (AP) and managed by Social Protection Department (MOLISA). The project is seeking qualified and experienced Vietnamese candidates with following details:   

1. Project manager
- Main duties:

• Develop annual work plans, coordinate to implement project activities, manage, monitor, supervise and evaluate the progress of project activities;
• Establish and maintain good working partnerships with the project donor, partners and stakeholders;
• Coordinate and support the technical team, partners and stakeholders of the project to ensure effective and smooth implementation of project activities;
• Assist in the development of the M&E framework and carry out M&E tasks;
• Support and manage project personnel;
• Report the progress of project activities to project director.

- Selection criteria:

• University degree or higher in social work, social sciences and humanities or related fields;
• At least 5 years of working experience in social work sector in general and mental health in particular;
• Experience and skills of project management, including planning, implementation, monitoring, evaluation, finance management, staff management and partnership;
• Experience in working in social work projects funded by international organizations is preferable;
• Ability to work independently and with the team;
• Good organizing skills and interpersonal skills;
• Excellent written and spoken English language skills;

- Salary: 1,500 – 2,000 USD per month based on ability and experience

2. Project accountant
- Main duties:

• Ensure the legality of project expenditures in compliance with financial regulations of the donor and Vietnamese law requirements;
• Prepare, record and store project accounting documents as prescribed;
• Provide adequately, timely and accurately financial information to project managers as requested; 
• Monitor, update and manage project budget;
• Prepare income and expenditure reports of the project every month;
• Update and follow new transactions and balances of bank accounts for the conformity with accounting book;
• Prepare and manage fixed assets of the project;
• Prepare monthly payroll, etc.

- Selection criteria:

• Vietnamese citizen;
• University degree or higher in accounting or finance related area;
• At least 3 years experience in financial management;
• Accounting and finance working experience in development project funded by international organizations is preferable; 
• Ability to work independently and with the team;
• Good organizing skills and interpersonal skills;
• Excellent written and spoken English language skills;
• Ability to use English for work;
• Good use of office computer.

- Salary: 600 - 700 USD per month based on ability and experience
