BACKGROUND

Orbis is a non-profit organization based in New York. Orbis that works to prevent and treat blindness through hands-on training, public health education, and improved access to quality eye care, advocacy, and partnerships with local health care organizations. Since 1982, Orbis has been a pioneer in global eye health, and has worked in ninety-two countries. Orbis story began with our Flying Eye Hospital, a fully equipped mobile teaching hospital. We have long-term programs in countries including Bangladesh, China, Ethiopia, India, South Africa, Vietnam, and Zambia – with additional programs in parts of Latin America and the Caribbean.

JOB SUMMARY

The Project Manager (PM) will be responsible for managing and monitoring our USAID funded project “A Participatory Model for Integrating Vision Screening into Children’s Annual Health Check Up in the Mekong Delta Region of Vietnam Can Tho Province” in Can Tho city, Vietnam. This is 15 month project which has started from April 2022.

The position is responsible for the effective and efficient day to day implementation of the project under the overall guidance and supervision of the Country Director. She/he will ensure the functioning of the project from beginning to the end including project inception activities, annual and quarterly planning and reporting, and implementation of project activities, project reviews and project closure. The Project Manager will need to understand the political environment surrounding public health and find ways to diplomatically navigate and succeed in it.

The Project Manager must be highly motivated and creative in searching for, proposing, and obtaining grant and other types of funding to support public eye health activities. She/he must be proficient at grants and project management, budgeting, program design and development, and review and evaluation. The Project Manager will do strategic relationship development and maintenance as well as be responsible for grant compliance, building the Orbis’s eye health portfolio.

REQUIRED EXPERIENCE

Education:

  • University degree (preferably post-graduate degree) in Public Health, Medical, Health Service Administration, Health Sciences, Business Administration or related fields;

Experience:

  • Minimum of 7 years of extensive experience in project management, planning and implementation of public health programs or projects;
  • Proven experience in grants writing and management, research and evaluation, familiarity with USAID donor funded development projects is an asset;
  • Knowledge of the national public eye health care program, agenda, issues, impacts, research, infrastructure, current issues, and best practices, culturally aware, patient, and sensitive;
  • Ability to lead formulation, monitoring and evaluation of development programs and projects;
