JOB TITLE: Project Coordinator (11 work months)
SUPERVISOR: CHF Program Manager
DUTY STATION: Based in Nam Giang District Office, Quang Nam Province
PROJECT LOCATION: 4 reservoirs inundated villages, 4 resettlement sites, Papang host village and other affected community in Nam Giang district, and downstream community in Dai Loc district.

Background
CHF is a Canadian non-governmental organization with over 10 years of experience in sustainable livelihoods development in Vietnam and over 40 years worldwide. Among other projects, CHF currently implements a Livelihood Improvement of Vulnerable Ethnic Minority Communities Affected by the Song Bung 4 Hydropower Project technical assistance package for the Asian Development Bank in Quang Nam. The focus of this project is to develop sustainable livelihoods with over 1,000 households who are affected by the construction of the Song Bung 4 hydroelectric dam. Project activities will include resettlement guidance, compensation and grievance management and the development of sustainable livelihoods options after resettlement.  

Scope of Work and Activities:
The Project Coordinator will coordinate all the activities to be taken under the contract and he/she will oversee and coordinate the activities of the other CHF Consultant and will be responsible for liaising with the Provincial and District JFPR Project Management Units (PMU), Resettlement Implementation and Management Unit (RMIU) and Song Bung 4 Hydropower Project Management Board (SB4HPMB). The Specific responsible will include:
- Coordinate with Nam Giang district JFPR PMU and relevant technical departments (District Vet Station, District Agriculture and Forestry Extension Station, District Agriculture and Rural Development and so on) to organize monthly planning and report meetings. To ensure that district JFPR PMU will take lead in the implementation of project activities and management of the project effectively. 
- Coordinate with JFPR consultants and relevant technical departments to ensure that the livelihood activities will be implemented as proposed schedule smoothly and effectively.
- Coordinate with Nam Giang RMIU and SB4HPMB to ensure that resettlement and compensation activities will be done accurately as mentioned in the updated Resettlement Ethnic Minority and Development Plan (REMDP).
- Assist provincial and district JFPR PMUs to complete financial reports in a basic of quarterly and semi-annual. Ensure that cash advance will be done in a timely manner for implementing JFPR project and as well as assisting project accountant to finalize the advances.
- Communicate with CHF Program Manager and ADB’s responsible officer in daily basic to ensure that project information, activities progress and problems related to project will be reported accurately.
- Coordinate with CHF Agro - Forestry Specialist, CHF Soil and Crop Specialist and district technical departments to ensure that all activities related to crop, soil and forestry development will be implemented effectively. To review all training programs, proposals and reports related to crop, soil and forestry sector before sending to ADB’s officer for endorsement.
- Coordinate with CHF Livestock Specialist, provincial vet extension workers and district Vet Station staff to ensure that all activities related livestock development will be implemented effectively. To review all training programs, proposals and reports related to livestock sector before sending to ADB’s officer for endorsement.
- Coordinate with CHF Gender Specialist, District Health Center and District Women’s Union to ensure that all activities related to HIV/AIDS, human trafficking awareness and public health campaign will be implemented effectively and in a timely manner. To review all training programs, proposals and reports related to HIV/AIDS, human trafficking awareness and public health campaign before sending to ADB’s officer for endorsement. 
- Coordinate with CHF Fishery Specialist and provincial fishery extension staff to ensure that all activities related to fishery development will be implemented effectively and in a timely manner. To review all training programs, proposals and reports related to fishery development before sending to ADB’s officer for endorsement. 
- Coordinate with CHF Community Mobilizers to ensure that Village Resettlement and Development Group (VRDG,) Commune Resettlement Committee (CRC) and affected people are mobilized to participate into resettlement and livelihood restoration activities. 
- Coordinate with CHF Consultants to conduct participatory appraisal, field survey for baseline information on overall livelihood activities assets, non-farm activities and vocational training etc. in the 4 reservoir inundated villages and in the 4 resettlement sites; conduct participatory need assessment in the resettlement sites together with the affected people households and VRDG in developing livelihood activities.
- Supporting RMIU and JFPR PMU in the implementation of the relocation and compensation activities.
- Coordinate with RMIU, Commune Resettlement Committees (CRC) and VRDG to conduct meetings in 4 reservoir inundated villages to disclose the logistic of relocation, timing and all relocation related matter, compensation and entitlement etc. in a timely manner; Maintain information flow between RMIU/ Resettlement Committees and the affected people households for all relation related maters, compensation and livelihood development.
- Coordinate with CHF Community Mobilizers and other CHF Consultants to develop capacity of the village level resettlement committees and affected households for implementing the overall livelihood program and resettlement activities;
- Establish a systematic process for communication and coordination between RMIU, village level resettlement committees and the affected households.
- Ensure that ‘consultative’, ‘participatory’ and ‘ inclusive’ mechanism are used in all the project activities;
- Ensure that the integration of the project activities with existing social intervention being implemented by various agencies;
- Ensure the integration of construction, relocation and livelihood development component activities;
- Together with RMIU and JFPR PMU, submit to ADB six monthly plan of action for livelihood development program and budget;
- Ensuring that regular progress reports are drafted and provided to Provincial Resettlement Steering Committee;
- Providing dissemination of the lessons learnt from the JFPR project and based on these preparing a document on “Best Practice Guidelines for Livelihoods Restoration”
- Assist the RMIU in the land use planning and land allocation process;
- Take other project duties assigned by supervisor whenever necessary;

Terms and Conditions
All candidates, who are fluent in English and having experience in doing similar jobs can apply. The salary is to be negotiated depending on candidate’s experience. CHF is prepared to offer a very competitive salary to the appropriate candidate. This is a full time position based in Nam Giang, Quang Nam.
