ORBIS International is a not for profit organization that works in developing countries to save sight worldwide. ORBIS prevents and treats blindness through hands on training, public education, improved access to quality eye care and partnerships with local health care organizations.  Since 1982, ORBIS has carried out programs in 90 countries enhancing the skills of more than 300,000 eye care professional and provided treatment for 1.8 million blind and visually impaired people. ORBIS began collaborating with Vietnamese eye sector in 1996 and opened the office in Vietnam in 2003.

To support the organizational transformation towards a high performance organization, the expansion of ORBIS’s programs in Vietnam and the growing of the organization, we are seeking a dynamic highly qualified candidate to join our country office in Vietnam as Project Coordinator with detailed qualifications as outlined below.

DUTY STATION:
This is Hanoi based position with frequent travel to the project sites.

TYPE OF CONTRACT:
This is project based contract (October 2013-December 2017) with possibility to rotate/be filled in other new projects of ORBIS International in Vietnam.

JOB SUMMARY:
The Project Coordinator has responsibility for the operational management and coordination for the implementation of activities under the Project “Strengthening the capacity of National Institute of Ophthalmology to improve pediatric eye health in Vietnam” (October 2013-December 2017).

S/he will closely coordinate with the Project’s partner- Vietnam National Institute of Ophthalmology (VNIO) and related stakeholders to plan initiate and manage project activities and also be involved in substantive support in realizing the related targets, to ensure for timely and efficiently achievement of project’s outcomes and objectives.

ROLES AND RESPONSIBILITIES:
- Closely working and supporting partner to develop and consolidate for the annual operation plan, detailed budget and MOU for the project.
- Day to day monitoring for the implementation of project activities. Ensure for the quality and good track of project progress and outcome achievement.
- Support SPM and NPD in developing the Term of Reference/agreements with other parties (firm/consultants, sub-contractors). Supervise and coordinates for the implementation of consultancy service and other technical support resources needed for program-related activities.
- Work with ME staff and the partner to ensure strong M&E systems are in place for the development of project monitoring systems, and project evaluations including baseline, mid-term and end-of-project.
- Guides and supervises the Project Assistant to prepare administration and secretary works for the project.
- Coordinate with VNIO staff, Project Assistant and ORBIS staff to organize for workshops, training, conference, surveys and evaluation activities.
- Coordinate and support the partner for the preparation and timely submission of all program reports. Support the partner-VNIO in following up with the recommendations from monitoring visits of ORBIS International, external audit (if any), mid-term and final evaluation of project.
- Other works as required by SPM and NPD.

REQUIREMENTS:
- A graduate degree in social science, development. Background in medicine or in relevant social public health is preferred.
- Previous experience in managing, coordinating for government and/or NGO-supported programs in the field of public health, preferably including an ophthalmology component, is required.
- Experience in partnership working with government agencies.
- Having skills in planning, coordinating and facilitating project activities
- Motivated, innovative and good communication skill ;
- Excellent spoken and written English language competence is essential.
