Introduction
Inclusive Development Action (hereinafter called IDEA) was established in 2006 as the Disability Unit of Vietnam Foundation for Science and Technology information network. IDEA is a local NGO working in the field of disability with the overall goal of promoting inclusive and barrier-free national development by providing information, advice and training to people with disabilities, NGOs and international agencies.
Under Grant of Irish Aid, 3 organizations including Voluntary Service Overseas (VSO), Inclusive Development Action (IDEA) and Disability and Resource Development (DRD) has been implementing project on “Building Inclusive Lives for People with Disabilities” (BUILD) since July 2009 and the project will be end by July 2012. IDEA is responsible for implementing project activities in 4 project sites: Hanoi, Thai Nguyen, Danang and Hue cities.

Project Obiectives:
Objective 1: Stronger representative DPOs (including 2 national disability NGOs) and networks provide improved client-based services and an effective voice for PWD at national level and in the targeted provinces and cities.
Objective 2: Enterprises (established and run by PWD) and home traders in the targeted provinces and cities have become more competent and increased their profit/ income.
Objective 3: PWD in the targeted provinces and cities are empowered and have increased their income.

Job Purpose
The Coodinator is responsible for supervising and coordinating all activities in the IRISH AID -funded in Hanoi, Thai Nguyen, Danang and Hue cities. He/she will manage two core project components including improving capacities for PWD enterprises and home business development for PWD and supervise key partners Ha Noi, DPO Thái Nguyên, DPO Da Nang, Hu? in the implementation of the
components. He/she is responsible to coordinate closely and maintain healthy relationships with Provincial and District partners, as well as with Disability Working Groups and Forums, relevant policy making institutions (NCCD, MOLISA), IRISH AID grant recipients, and other key stakeholders to ensure that project implementation is effective, efficient, well-represented and on schedule. The job requires frequent travel to provinces.

Key accountabilities
1. Planning
- Take responsibility for contribution to Quarterly Plan and Annual Plan and preparation of assigned sections;
- Conduct quarterly review of Annual Plan objectives for assigned sections and assess progress toward objectives;
- Advise on capacity building, business and operational plans with partners based on capacity assessments and consultative process
- Collaborate with colleagues and support venues for partner capacity building
- Keep program manager fully informed on progress, obstacles and issues
3. Advocacy
- Review newly developed or revised promotional material and contribute to quality
- Provide input to press releases, best practice materials
4. Representation/Coordination/Linkages
- Attend meetings with donors as requested, meet provincial and government officials and other partners on a periodic basis as requested
- Maintain collegial working relationships with all partners by contributing to working groups and professional meetings and represent IDEA in meetings and activities that relate to program quality and capacity building of staff and partners
- Represent programs and present to partners and others as requested
5. Monitoring, Evaluation, Documentation
- Continue to provide inputs to monitoring and evaluation plans for projects and periodic work plans
- Guide and check Project Assistant to collect project data and input to M&E system
- Review final evaluation tools
- Frequently perform on site observation of program delivery activities and consult with project team members on any recommended adjustments, documentation, and other program materials
- Write quarterly and annual reports as requested
- Document best practices for dissemination
6. Human Resource Management
- Request, develop SOW, screen qualifications and recommend technical consultants as approved by project manager
- Serve as contact person for consultants and Technical Advisors
- Supervise Project Assistant, as needed, by using the performance management approach - writing clear job descriptions, setting clear expectations, frequent feedback, objective evaluation, and staff
development plans.
- Participate in recruitment activities for new staff, as requested
7. Finance Management and Budget Control
- Review partner budget plan and transfers and other expenditures and ensure that they are appropriate and timely.
- Assume responsibility for budget revisions and budget monitoring for assigned projects
- Develop draft working budgets for project implementation
8. Management and Operations
- Ensure compliance to policies and procedures of IDEA
- Create and improve management systems that support efficient program delivery
9. Other tasks as assigned

External contacts: Local partners, consultants.

Person specification
- University Degree in Social Studies, Education or Foreign Language
- Experiences in livelihoods program management and implementation is preferable
- 3 years of significiant experience with projects working with PWDs, thorough understanding of issues facing PWDs and appropriate interventions for them
- Fluent in spoken and written English
- Computer – Word, Excel, Power-point skills
- Excellent training and facilitation skills
- Demonstrate an ability to communicate well, even on sensitive and difficult topics with high government officials as well as local communities
- Experienced with project design and implementation, including baseline surveys and evaluations
- Familiar with writing reports and training materials
- Supervisory experiences is an advantage
